Description

Lillesand municipality shall, from 2018, establish a new IT department that shall take over the operational responsibility for IT from the current operations supplier KR-IKT (Kristiansandsregionens kommunale IKT-tjeneste). Lillesand municipality is therefore looking for a cooperation partner for IT operations, who shall provide both operational services and consultancy services. An operational contract will be signed for 3 years, with the possibility to extend for 1 year at a time. The contract will include: — consultancy services for IT (server and network competence), — operation of the server park (physical equipment), — monitoring firewall, network and server operations, — operational services for municipal water and sewage (domains, process network). There is an option to include Birkenes municipality. Consulting services. The part of the contract on consultancy services will primarily be aimed at assistance with servers and network. The expectation is that the Tenderer will offer an SLA (service level agreement), which also ensures follow-up outside ordinary working hours and in crises situations. Operation of the server park. Lillesand municipality owns its own server equipment, HP-blade servers with VMWare as the virtualisation engine. The HP servers can be replaced with Huawei servers as a result of a recently signed framework agreement for servers. The municipality has approx. 60 virtual servers all with Windows Server and a handful of free-standing physical servers. Storage capacity and/or other server equipment could be hired from the Tenderer, but as a starting point, the Tenderer will take over the physical operational responsibility for the municipality's existing servers. Monitoring operations. The Tenderer shall monitor operations such as service, which includes monitoring the firewall, network, backup system, physical server equipment and a virtual server environment. The operations shall be monitored 24/7/365, with turn-outs and error recovery when needed. Operational services for municipal water and sewage. In recent years, the municipality's water and sewage unit has built up a separate process network for computer equipment connected to its installations and has had an external operational supplier. The network exists parallel to the municipality's other networks. We would now like to have one joint operations supplier for both the water and sewage process network and the municipality's other IT infrastructure. Option: Birkenes municipality. Lillesand municipality and Birkenes municipality are considering to cooperate on IT operations. This operational contract will include services to Birkenes municipality as an option. Intended schedule for the competition: 9.11.2017 — Publication of tender competition; 1.12.2017 — Response deadline for the tender competition; 31.12.2017 — Targeted date to sign the contract; 1.1.2018 — Earliest date for the start-up of the planning/establishment period; 1.4.2018 — Latest date for transferring operational responsibility to the tenderer.
