Negotiated Contract for the provision of Oracle – Technical Support Services.

Description

South Lanarkshire Council have a requirement to undertake a Negotiated Procedure under Standing Order 9 of the Council's Standing Orders on Contracts for the provision of Oracle - Technical Support Services. The Council maintains a large estate of Oracle database licences for some of its most critical IT applications within Finance, Housing and Social Work. The Oracle Technical Support licence ensures ongoing support and updates. The award of this contract under the Negotiated Tendering Procedure can be justified under Standing Order 9.3.1 of the Council’s Standing Orders on Contracts for the following reason:- The services can be supplied by only one suitable contractor because competition is absent for technical reasons and no alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The contract will be for a period of 1 year from 06 April 2026 – 05 April 2027 Lot 1: Award of a contract without prior publication of a call for competition. Justification for selected award procedure: The services can be supplied by only one suitable contractor because competition is absent for technical reasons and no alternative or substitute exists and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. The award of this contract under the Negotiated Tendering Procedure can be justified under Standing Order 9.3.1 (b) of the Council’s Standing Orders on Contracts for the following reason. The services can be supplied by only one suitable provider because competition is absent for technical reasons.
