Description

The service offers alternative support to individuals rejecting substance use support from traditional settings, with a key focus on individuals affected by housing and homelessness issues. The service delivers 1-1 support sessions, as well as a range of prehabilitation and aftercare offers for people who face barriers to engaging with, and reject, the services currently available in the borough. The service is led by individuals with lived experience, with service delivery also predominantly utilising peer based offers of support. This supports meeting the criteria of OHID’s funding to increase the presence of organisations led by individuals with lived experience. The service seeks to increase the number of individuals accessing inpatient detox and residential rehabilitation within the borough, particularly within communities and groups who have not been served by the current model of delivery. As part of the submission for the SSMTR the Combating Drugs Partnership, through the strategy group, it was agreed that the People’s Recovery Project will offer alternative support to individuals rejecting substance use support. A submission was made to OHID outlining this. OHID have agreed this funding and support this new project within the Substance Misuse workstream. The project will deliver 1-1 support sessions including a range of prehabilitation and aftercare. This service falls within the scope of the Public Contract Regulations 2015. Consideration was given as to whether this service should be classified as a rehabilitation service and therefore within the scope of Provider Selection Regime (as a health service provided to an individual) but it was ultimately determined that this service targets a group which require a range of support which includes prehabilitation and aftercare services rather than health specific interventions. Therefore this service should more appropriately be classified as a social work service (CPV code 85320000).
