Voluntary ex-ante transparency notice: Endoscopy equipment for Finnmark Hospital Trust

Procurement of a colon rack and endoscope washing machine for Finnmark Hospital Trust in connection with the start-up of a bowel screening programme. Lot 1: The equipment will be included in the existing equipment at Finnmark Hospital Trust. Finnmark Hospital Trust undertakes scope examinations in Karasjok, Alta, and Hammerfest, where the equipment must be compatible with each other. If there is an error or a change in activity, the equipment, endoscope, and personnel are moved to another location. All these units have a scope and rack from Olympus Norge AS. It is therefore a prerequisite that the new scopes are compatible with the existing equipment in the different units, and the new racks must be compatible with the existing scopes. The endoscopes must be traceable. Hammerfest Hospital's scopes are connected to the tracking tool endoBase. This allows the clinic to track the use of each endoscope for each patient. It includes a comprehensive control that goes via drying cabinets to the endoscope examination, and on to the washing machine and back to the drying cabinets. It is impossible to have a shared or partial function on this from an infection point of view. Tracking is important as regards any infection tracing, and there are formal requirements for intestine screening. This procurement has a value of approx. NOK 3,300,000. The contracting authority has assessed that there is only one tenderer that fulfils the requirements for compatibility with the existing equipment and form of operation with tracking of equipment. The procurement is therefore excepted from a competition, cf. the Public Procurement Regulations §13-4 letter b no. 2. The Norwegian Hospital Procurement Trust will, on behalf of Finnmark Hospital Trust, enter into a contract with Olympus Norge As for the procurement of an endoscopy rack and an endoscopy washing machine. The trust intends to sign a contract 10 days after this voluntary ex-ante transparency notice.
