Description

Ringerike municipality intends to enter into a contract with Generation M for a collaboration to increase the range of activities for the elderly, while creating part-time jobs for local youths aged 14-20 and creating meaningful inter-generational meetings for the municipality's residents. Generation M is a social entrepreneur and non-profit organisation focused on creating social impact. The contracting authority currently has no similar service, and services performed under this contract will therefore be a supplement to other activities offered by the contracting authority. Lot 1: Ringerike municipality needs to expand the variety of activities offered to elderly people living in institutions or sheltered accommodation flats. We would like to establish an activity offer that gives dialogue and joint activity across the generations in order to create more variation in the activity offer. For residents in nursing homes and sheltered accommodation flats, dialogue and activity with youths will contribute to happiness and good moments, and also provide opportunities to create mastering and meaning in the form of an exchange of both experiences and stories. As part of recruitment, the municipality would like several youths to be familiar with the municipal health services. In order to reach youths before they make their choices for sixth form college, we would like youths aged 14 to be given the chance to apply for these part time positions. The part time position will be Saturday jobs, every other week, four hours each time. The use of youths in an activity offer requires that the youths are given relevant training in communication with residents, including elderly persons, persons with cognitive deficiencies and dementia, reduced hearing or sight, and persons with reduced functional abilities. The municipality would like local youths to be recruited for this work. Giving youths the possibility of part time work not only gives gains in the form of recruitment, but also large gains for individuals. At the same time, the municipality would like this offer to be part of the preventive work aimed at youths. There is therefore a need for the municipality to give some guidelines in the recruitment process, so that youths are recruited who have been in contact with support agencies and youths from families with a low income in some of the positions. There is also a need in the municipality to gain access to figures showing the effect of the total offer, through measuring the social effect. The municipality would like to measure the effect every sixth month, and there must be good goal achievement for both residents and youths already in the first half year. Description of the scope and duration Up to 28 youths will receive offers for part time work, four hours every other Saturday for up to three (3) years. The recruitment process can start mid 2023, and the youths can be in work from 1.1.24 at the latest. Areas in the health and care sector will provide the workplaces for the youths. The youths will not carry out health work, but they must comply with the confidentiality rules. The youths can create activities and social meeting places for the residents, and they must do this on the residents' terms. Financing and payment The total costs for the project are NOK 1,500,000 a year, in total NOK 4,500,000 calculated over 3 years. The Municipality has applied for a grant from the SpareBank 1 Foundation Ringerike in order to partially finance the Municipality's procurement of services from Generation M. This involves the foundation financing 50% of the total costs for the 3-year period. This is distributed as follows: Year 1: NOK 1,350,000 (90%) Year 2: NOK 750,000 - (50%) Year 3: NOK 150,000 - (10%) Evaluation of the market Generation M offers a unique service that combines 2 main objectives; activities and well-being for elderly persons in nursing homes, and employing youths for meaningful and important work. Generation M has experience with such services, and can also demonstrate results over time + a model for Bridge funding. A market survey that was held showed that only Generasjon M can fulfil our needs and requirements. The conditions for procurement without holding a contest are considered to be fulfilled, cf. § 13-4 b) of the Public Procurement Regulations. The contrat's duration will be from the signing date and will apply for 3 years. The contracting authority reserves the right to exercise an option for 1+1 year. The deadline for appeals is 10 days. Any objections to the contract award must be reported by this date.
