The Council is entering into these arrangements in its role as a public body to fulfil its statutory obligations under the Housing (Wales) Act 2014 and the Social Services and Wellbeing (Wales) Act 2014, which is to provided accommodation, care and support for priority need households, homeless households, and those with no settled residence. Where a person presents to the local authority as homeless or threatened with homelessness, it has a duty to supply interim accommodation whilst it considers a person’s application and decides what duty it owes. Section 68 of the Housing (Wales) Act 2014 requires that interim accommodation must be provided if the local authority has reason to believe that an applicant may be homeless, eligible for help and have a priority need for accommodation (subsection (2)). Lot 1: Block booking of 41 rooms in the Oyo hotel. To ensure the Oyo remains best value, 54 local hotels have been contacted to enquire about a long-term booking arrangement, many never responded or declined to quote stating they are fully booked and would not be able to accommodate the request for 40 rooms for 6 months booking.
