Description
The Contracting Authority (Barnfield College) intends to appoint multi-disciplinary design team to assist the development of its new campus. The project involves the creation of 17,000m2 of specialist and innovative education facilities on a new site in the center of Luton. It is anticipated that the total project cost will be 60-70 000 000 GBP The development is to be completed for September 2020. A complete ‘one stop shop’ of design services is required to provide a co-ordinated and integrated design service for the new facilities. The design services will comprise: (i) architectural design; (ii) catering design; (iii) acoustic consultancy; (iv) fire consultancy; (v) landscape design; (vi) principal designer; (vii) mechanical and electrical engineering design; (viii) structural engineering design; and (ix) fixtures, fittings and equipment consultancy. The appointment of the above services under a this procurement exercise will be from RIBA Stage 0 — 7. Barnfield College is currently located on two main campuses in the north of Luton covering circa 24 000 m² (gross internal area): New Bedford Road and Enterprise Way. Due to the age and inflexibility of the buildings on the existing campuses, the College intends to dispose of the two existing campuses and build a new, modern and innovate campus at a newly acquired site in Bute Street in Luton town centre (the ‘Project’). The estimated budget for the Project as a whole is 60-70 000 000 GBP and it is intended that the Project will take three years. The intention is that the new campus will be operational from September 2020. In summary, the new campus will: require a total gross internal area of approximately 17 000 m²; provide an efficient, flexible and modern learning environment for students; have high visual impact and contribute to the regeneration of Luton; be an educational hub and also be accessed by the community and public. The purpose of this procurement process is to appoint a multi-disciplinary design team for the Project which will comprise the following design services in a co-ordinated and integrated way: (i) architectural design; (ii) catering design; (iii) acoustic consultancy; (iv) fire consultancy; (v) landscape design; (vi) principal designer; (vii) mechanical and electrical engineering design; (viii) structural engineering design; and (ix) fixtures, fittings and equipment consultancy. More information relating to the education facilities to be provided by the new campus and the scope of the design services is set out in the Specification (Schedule 2 to the Information Memorandum document) which is available on the portal. The winning tenderer will report directly to the College's appointed project manager for this Project (Fusion Project Management Limited) and will be expected to engage in extensive stakeholder engagement during the Project. No design work has been undertaken for the Project thus far and so the Project is effectively at RIBA Stage 0. The winning tenderer will be required to develop the design from RIBA Stage 0 to RIBA Stage 7.
