Water transport services

Description

In this competition, tenderers are invited to submit tenders for 3 packages: — package 1: Ølhammeren — Seierstad, — package 2: Hofles — Geisnes — Lund, — package 3: Skei — Gutvik. Tenderers can: 1) Submit a tender for only one of the packages; 2) Submit independent and separate tenders for each package; 3) Submit a combined tender for both of the packages. The tenderer is also required to have independent and separated tenders for each of the packages (cf. B). The assignment will be regulated by the attached contract provisions, cf. the Procedure Rules, point 1.4. The competition assumes that a gross contract will be signed. This means that all ticket income is to go to the contracting authority. The operator will receive a fixed contractual remuneration for the service. Package 1: The Ølhammeren — Seierstad ferry connection is located in Fosnes municipality and connects Jøa island to the mainland. There are currently approx. 615 residents in Fosnes, of which ¾ reside at Jøa. With the exception of agriculture and forestry, there is no industry at Jøa. Jøa is therefore dependent on business traffic to the island for tradesman services and other business transport. This transport usually comes from Namsos, the closest urban area. There is also a good deal of traffic between Jøa (Seierstad) and the mainland (Ølhammeren) in connection with municipal services such as home-based services as parts of the municipality are located on the mainland. From 1 January 2020, Fosnes and Namdalseid will merge with Namsos municipality. The municipal centre will then be Namsos. Package 2: The Hofles — Geisnes — Lund ferry connection consists of 2 sub-connections. Hofles — Geisnes that connects Salsbruket with the rest of Nærøy municipality, and Hofles — Lund that is the main connection over Folda and is the quickest way to/fro Rørvik from the south via County Road 769. The alternative is to drive via Kolvereid - Høylandet and E6 at Grong (Gartland). Package 3: The Skei — Gutvik ferry connection connects the municipality of Leka with the mainland and County Road 17 (Kystriksveien). The municipal centre of Leknes is located on Leka island. The primary industries are fish farming and agriculture. The seaward approach to the ferry quays and the placement of the ferry quays set stringent requirements for ferry size and manoeuvring. The ferries must i.a. Undertake a U-turn toward the ferry quays with limited space in the seaward approach. The connection is currently an emergency connection with overnighting at Leka. A fire engine and ambulance are stationed at Leka.
