Description
Skip hire for collection recycling and disposal of various waste streams. Lot 1: Skip Hire - Aberdeen City Council This Lot covers the provision of skip hire services to support operational requirements across Aberdeen City Council sites, and depots. Suppliers will be required to provide delivery, collection, exchange, transport, and compliant processing of a range of recycling and residual waste streams, including general waste, timber, inert waste, glass, green waste, WEEE, cardboard, and other materials identified in the RFI. Service responsiveness is essential due to city centre access constraints, high density operational sites, and multi service waste generation from Environmental, Building, Roads, and Fleet operations. Suppliers must provide compliant duty of care documentation, full transparency of downstream treatment, and regular reporting of recycling and landfill diversion performance. Lot 2: Skip Hire - Aberdeenshire North This Lot covers skip hire services for the northern region of Aberdeenshire, including rural, coastal, and remote operational sites. Services include the delivery, uplift, exchange, and compliant disposal of mixed and segregated waste streams generated by council operations. Due to the geographic spread, suppliers must demonstrate strong logistical capability, contingency planning for remote access, and the ability to maintain reliable lead times. Waste handling requirements mirror those in the RFI and business case, including segregation, waste transfer documentation, downstream treatment transparency, and support for council environmental and regulatory commitments. Lot 3: Skip Hire - Aberdeenshire South This Lot covers skip hire services for the southern region of Aberdeenshire, supporting various services across semi rural and rural locations. The supplier must provide skips of various sizes, timely collection and exchange, compliant waste transport and disposal, and auditable evidence of recycling and recovery performance. The service must account for varying waste volumes due to infrastructure works, seasonal peaks, ongoing developments, and operational maintenance activities across the region. Suppliers must also demonstrate compliance with Scottish waste legislation and SEPA licensing requirements. Lot 4: Bitumen (Roading Waste Streams) This Lot covers the acceptance by the supplier of bitumen related waste streams arising from road surfacing and civil engineering works carried out by Roads Services. The Council may elect to collect and deliver the material directly to the supplier on a daily basis for processing and disposal. The Council may however require the provision of suitable containers and handling methods for the collection of asphalt, tar containing materials, and other bituminous road waste, ensuring compliant segregation, transport, and processing. Due to the regulatory requirements associated with road construction waste, suppliers must demonstrate appropriate downstream treatment routes, full duty of care compliance, traceability of materials, and the ability to service both urban and rural roadworks programmes. Lot 5: Gull & Desanding Mats This Lot covers the acceptance by the supplier of waste related to gully clearing, desanding, and drainage maintenance carried out by Roads and Environmental Services. The Council may elect to collect and deliver the material directly to the supplier on a daily basis for processing and disposal. Or the Council may require the provision of suitable skips/containers and associated waste uplift services related to gully clearing, desanding, and drainage maintenance carried out by Roads and Environmental Services. Waste streams may include sand, silt, debris, and materials collected from drainage infrastructure. Suppliers must demonstrate suitable handling capabilities for wet, dense, or contaminated materials; provide compliant disposal routes; and supply auditable downstream documentation. Responsive service is required to support scheduled and reactive drainage maintenance in Aberdeen City.
