Halton Borough Council and NHS Cheshire and Merseyside Integrated Care Board (ICB) are pleased to offer an exciting opportunity for suitably qualified suppliers to deliver Children and Young People’s Speech and Language Services in Halton. The Council and ICB wish to commission an integrated service across universal, targeted and specialist levels of provision that will meet the identified needs of all children, young people and their families in Halton. Lot 1: INTEGRATED SPEECH AND LANGUAGE THERAPY SERVICES incorporating Page 5 to 6 (A) EARLY YEARS SERVICES, SPECIAL EDUCATIONAL NEEDS AND DISABILITIES (SEND) SERVICES, SERVICES FOR LOOKED AFTER CHILDREN AND YOUNG PEOPLE, FAMILY HUB SERVICES and (B) YOUTH JUSTICE SERVICES The Council and ICB wish to commission an integrated service across universal, targeted and specialist levels of provision that will meet the identified needs of all children, young people and their families in Halton. The key areas of work that have been identified by the Council, ICB and partner services that will meet local requirements and current legislation, including the Children and Families Act 2014, are as follows: Communication and language development in the Early Years Speech and language therapy services for all children and young people from the antenatal period to 18 years Speech and language therapy services for children and young people with an Education, Health and Care Plan from the ante-natal period to 25 years Speech and language therapy provision for young people within the Youth Justice system Speech and language therapy services delivered as part of the Family Hubs development in Halton Capacity building, training and consultation in communication and language development for Halton’s children and young people’s workforce The Council and ICB wish to secure a service that will offer specialist skills in each of the areas of need identified above, combined with a strong background in research and innovation that will drive forward Halton’s key priority of improving the communication skills of all children and young people. We welcome submissions from organisations of all sizes.
