Description
The Council are seeking offers from suitably licenced service providers to receive, treat and/or dispose of a number of resource streams with a view to managing them in accordance with the waste hierarchy. The contract requirements are split into seven waste streams over twenty separate lots as detailed within ‘Kerbside & Recycling Centre Waste Streams Specification’ within the Invitation to Tender (ITT) and shown below. The contract(s) will be awarded on lot basis, with the Tenderer being able to bid for one, any or all of the twenty lots without penalty. 1 - Fibres (mixed paper, card & cardboard) (Annan) 2 - Fibres (mixed paper, card & cardboard) (Stranraer) 3 - Fibres (mixed paper, card & cardboard) (Dumfries & Castle Douglas) 4 - Containers (metals, plastics & cartons) (Annan) 5 - Containers (metals, plastics & cartons) (Stranraer) 6 - Containers (metals, plastics & cartons) (Dumfries & Castle Douglas) 7 - Container Glass (Annan) 8 - Container Glass (Dumfries) 9 - Container Glass (Castle Douglas) 10 - Container Glass (Stranraer) 11 - Used Engine Oil 12 - Used Cooking Oil 13 - Scrap Metal (Annandale & Eskdale Area) 14 - Scrap Metal (Nithsdale Area) 15 - Scrap Metal (Stewartry Area) 16 - Scrap Metal (Wigtown Area) 17 - Lead Acid Batteries (e.g., car batteries) (Annandale & Eskdale Area) 18 - Lead Acid Batteries (e.g., car batteries) (Nithsdale Area) 19 - Lead Acid Batteries (e.g., car batteries) (Stewartry Area) 20 - Lead Acid Batteries (e.g., car batteries) (Wigtown Area) Lot 1: Fibres (mixed paper, card & cardboard) (Annan) This resource stream consists of all paper fibres collected at the kerbside in DGC’s “Paper, Card and Cardboard” blue bin in the Annandale & Eskdale (A&E) operational area of Dumfries and Galloway and in skips from the HWRCs in that area. All of the A&E kerbside collected and HWRC skip mixed paper fibres are deposited and bulked at the Annan Waste Transfer Station. This material is offered loose (i.e., not baled). This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 20 01 01) Lot 2: Fibres (mixed paper, card & cardboard) (Stranraer) This resource stream consists of all paper fibres collected at the kerbside in DGC’s “Paper, Card and Cardboard” blue bin in the Wigtown operational area of Dumfries and Galloway and in skips from the HWRCs in that area. All of the Wigtown area kerbside collected and HWRC skip mixed paper fibres are deposited and bulked at the SZWP Waste Transfer Station. This material is offered loose (i.e., not baled). This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 20 01 01) Lot 3: Fibres (mixed paper, card & cardboard) (Dumfries & Castle Douglas) This resource stream consists of all paper fibres collected at the kerbside in DGC’s “Paper, Card and Cardboard” blue bin in the Nithsdale and Stewartry operational areas of Dumfries and Galloway and in skips from the HWRCs in these areas. This material is offered loose (i.e., not baled). This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 20 01 01) Lot 4: Containers (metals, plastics & cartons) (Annan) This resource stream consists of all the containers dry recyclate stream (i.e., food & drink cans; plastic bottles, pots, tubs & trays; and food & drink cartons (aka ‘Tetra-Paks’)) collected at the kerbside in DGC’s “Metals, Plastics and Cartons” red bin in the Annandale & Eskdale (A&E) operational area of Dumfries and Galloway and in skips from the HWRCs in that area. All of the A&E kerbside collected and HWRC skip containers material stream is deposited and bulked at the Annan Waste Transfer Station. This material is offered loose (i.e., not baled). This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 15 01 06) Lot 7: Container Glass (Annan) This resource stream consists of the glass bottles & jars collected at recycling points and HWRCs in the Annandale & Eskdale (A&E) operational area of Dumfries and Galloway and then deposited and bulked at the Annan Waste Transfer Station. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 15 01 07) Lot 8: Container Glass (Dumfries) This resource stream consists of the glass bottles & jars collected at recycling points and HWRCs; and the commercial glass bottles collected in the Nithsdale operational area of Dumfries and Galloway and deposited and bulked at the Dumfries MBT Plant/DZWP site. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 15 01 07) Lot 9: Container Glass (Castle Douglas) This resource stream consists of the glass bottles & jars collected at recycling points and HWRCs in the Stewartry operational area of Dumfries and Galloway and deposited and bulked at the Castle Douglas Waste Transfer Station. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 15 01 07) Lot 10: Container Glass (Stranraer) This resource stream consists of the glass bottles & jars collected at recycling points and HWRCs in the Wigtown operational area of Dumfries and Galloway. All of the Wigtown area container glass is deposited and bulked at the SZWP Waste Transfer Station. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) walking floor articulated vehicle, or another suitable vehicle type as agreed. (EWC 15 01 07) Lot 11: Used Engine Oil This resource stream consists of waste engine oil deposited by householders in bunded tanks located at eleven of DGC’s twelve HWRCs around Dumfries and Galloway. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) vehicle. The service provider is responsible for collecting in compliance with the Special Waste Regulations (i.e., provision of the consignment notes etc. as required). (EWC 20 01 26*) Lot 12: Used Cooking Oil This resource stream consists of waste cooking oil deposited by householders in bunded tanks located at two of DGC’s twelve HWRCs around Dumfries and Galloway. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) vehicle. (EWC 20 01 25) Lot 13: Scrap Metal (Annandale & Eskdale Area) This resource stream consists of scrap metal from HWRCs in the Annandale & Eskdale (A&E) operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own roll-on roll-off skips. (EWC 20 01 40) Lot 14: Scrap Metal (Nithsdale Area) This resource stream consists of scrap metal from HWRCs in the Nithsdale operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own roll-on roll-off skips. (EWC 20 01 40) Lot 15: Scrap Metal (Stewartry Area) This resource stream consists of scrap metal from HWRCs in the Stewartry operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own roll-on roll-off skips. (EWC 20 01 40) Lot 16: Scrap Metal (Wigtown Area) This resource stream consists of scrap metal from HWRCs in the Wigtown operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own roll-on roll-off skips. (EWC 20 01 40) Lot 17: Lead Acid Batteries (e.g., car batteries) (Annandale & Eskdale Area) This resource stream consists of lead acid (car) batteries from HWRCs in the Annandale & Eskdale (A&E) operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) box van vehicle, or another suitable vehicle type as agreed. (EWC 20 01 33*) Lot 18: Lead Acid Batteries (e.g., car batteries) (Nithsdale Area) This resource stream consists of lead acid (car) batteries from HWRCs in the Nithsdale operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) box van vehicle, or another suitable vehicle type as agreed. (EWC 20 01 33*) Lot 19: Lead Acid Batteries (e.g., car batteries) (Stewartry Area) This resource stream consists of lead acid (car) batteries from HWRCs in the Stewartry operational area of Dumfries and Galloway. This Lot will be collected by the winning bidder in their own (or a suitably qualified sub-contractor’s) box van vehicle, or another suitable vehicle type as agreed. (EWC 20 01 33*) Lot 20: Lead Acid Batteries (e.g., car batteries) (Wigtown Area) This resource stream consists of lead acid (car) batteries from HWRCs in the Wigtown operational area of Dumfries and Galloway.
