Voluntary ex ante transparency notice, delivery of a GIS platform

Description

Lillestrøm Municipality intends to enter into a contract with Geodata AS for the delivery of a GIS (Geographical Information System) platform. The contract is for an ELA (Enterprise Licence Agreement) free-use contract for the period 2021-2024. The contracting authority has developed a large professional environment with high competence in the use of ESRI technology, and it has a number of self-developed GIS systems based on ESRI technology. The systems cover different trade areas and several of the these systems are closely integrated with the municipality´s other ICT infrastructure. For example: - Self-developed systems for 3D visualisation for tablets/mobiles. - Fully digital system for property tax, from data acquisition in the field, to decisions, invoicing and dispatching. - Ordering and delivery of water meters. - A number of automated systems for, amongst other things, map delivery, data acquisition in the field, inhabitant dialogue and administrative systems. Lot 1: Geodata AS is the only supplier of ESRI software and, subsequently, the only supplier who can see to Lillestrøm Municipality´s need and requirements in this area. The objective of this ex ante voluntary notice is to inform the market of the intention to enter into a contract with Geodata AS. This is pursuant to the public procurement regulations section 13-4 letter b, points 2 and 3. The deadline for any objections is Monday 13 December (16:00).
