Description
Scottish Government is seeking the provision of a Procurement and Commercial Training Framework on behalf of the Scottish Ministers to support the professionalisation of public procurement in Scotland. This is a successor to the procurement and commercial training framework that is ending in December 2025. Lot 1: Procurement and Commercial Training The Scottish Procurement and Property Directorate (SPPD) is the organisation tasked with procuring goods, works and services on behalf of Scottish public sector bodies. SPPD is seeking the provision of a Procurement and Commercial Training Framework on behalf of the Scottish Ministers to support the professionalisation of public procurement in Scotland. SPPD aims to deliver sustainable value for money through effective engagement and collaboration throughout the procurement process whilst complying with national procurement strategies and contracts. SERVICES REQUIRED: Scottish Government’s mission as an organisation is to work together to improve the lives of the people of Scotland. Our vision is to be dynamic, diverse and connected, serving Scotland now and in the future. Scottish Government’s Public Procurement Strategy for Scotland: 2023 to 2028 (https://www.gov.scot/publications/public-procurement-strategy-scotland-2023-2028/) highlights the importance of building capability: “People are key. We must ensure the Procurement profession is developing individuals and teams. As well as attracting, developing and retaining new and existing procurement talent, leadership is essential.” We continue to invest in building capability and skills for procurement and supply chain professionals to ensure that officials across Scottish Government and the public sector in Scotland have the necessary skills now and, in the future, so that public procurement spend is used in a business friendly, socially responsible and legally compliant manner to deliver real public value whilst balancing cost, quality and sustainability. During 2025 we are considering placing a training and development framework to provide Scottish Government and other public bodies in Scotland with tailored learning and development, grounded in the Scottish public procurement context, to build capability in the following areas. Lot 1: Procurement and commercial Public procurement skills across a broad range of topics covering goods, services and works, including current legislation and policy relevant to Scotland, building commercial acumen, and procurement and supply chain specialisms.
