The purpose of this Prior Information Notice (PIN) is to inform the supply market of the intention of the City of Edinburgh Council (the "Council") to establish a new Learning and Development Framework Agreement. The Council's aim is to appoint a number of Learning Providers to deliver various learning requirements, including: - First Aid; - Epilepsy Awareness and Emergency Medication Administration (Buccal/oromuscular Midazolam), Anaphylaxis Awareness and Adrenaline Auto-Injector Administration; - Manual Handling; - Promoting Positive Engagement and Building Relationships; - Mental Health Awareness and Mental Health First Aid; - National Plant Operators Registration Scheme (NPORS); - Driver Learning; - The New Roads and Street Works Act 1991 (NRSWA Street Works); - Strategic Leadership Development; - Personal Safety; and - Principles of Care. It is expected that the new Framework shall operate from April 2027 for a period of two years, with the option to extend for up to a further two 12-month periods, undertaken at the sole discretion of the Council. Learning Providers who may be interested in tendering for this opportunity are encouraged to note interest via Public Contracts Scotland. It is anticipated that the Contract Notice will be published in October 2026. Please note that all information contained within this PIN, including the structure of this Framework and the proposed Lots, is under development and may be subject to change. The Council's Survey can be located under Additional Documents. In addition to noting interest via Public Contracts Scotland, interested parties are asked to complete the Survey, indicating which Lot(s) are of interest to their organisation, and return it to Aga.Wieczorkiewicz@edinburgh.gov.uk Lot 1: First Aid Learning To deliver: Full First Aid at Work certified learning events at two levels: - First Aid at Work (FAW) - a three-day event which is valid for three years and which can be re-validated by a two-day event every three years; and - Emergency First Aid at Work (EFAW) - a one-day event which needs to be re-validated with a similar event every three years. Plus specialist, certificated First Aid learning events as follows: - Emergency First Aid for Babies and Children (0-8 years); and - First Aid learning module for those working in arboreal services i.e the Forestry module. Plus an additional First Aid awareness learning for Taxi Drivers (non-certified course). Lot 2: Epilepsy Awareness and Emergency Medication (Midazolam) Administration Learning; and Anaphylaxis Awareness and the Administration of Adrenaline Auto-Injectors To deliver: - Epilepsy Awareness and Emergency Medication Administration (Buccal/oromuscular Midazolam) - Anaphylaxis Awareness and Emergency Medication Administration (Adrenaline Auto-Injector, AAI). This learning is required to be delivered to front-line Health and Social Care colleagues to support job role practice and skills. It is also required to be delivered to other Council services who work with adults and children who have Epilepsy or who are at risk of Anaphylaxis and who require the administration of emergency medications. Lot 3: Mental Health Awareness and Mental Health First Aid To deliver: Mental Health learning at two levels 1. Mental Health Awareness learning at "informed" level, accessible and appropriate to all Council colleagues. The learning contents to include: - awareness of common mental health issues and conditions - signs of poor mental health - how to have supportive conversations using trauma-informed principles - how to support own positive mental health, understand indicators of stress and build a personal resilience plan - signposting to sources of support 2. Mental Health First Aid certificated learning events at "skilled" level for front line colleagues, those with a supervisory role and those who need to develop their skills in supporting others with their mental health. Learning content to include but not limited to: - all content as described for Mental Health Awareness above and delivered at ‘skilled level’ plus - trauma informed conversation skills practice and end of learning assessment Lot 4: Manual Handling Learning This Lot will cover both people and inanimate load handling learning, including: - Inanimate load handling and application of ergonomics; - Introduction to people handling; - Chair manoeuvres; - Bed manoeuvres; - Transfer equipment and techniques - Hoisting; - Service user transportation; - Specialist needs assessment and risk assessor learning tailored for Occupational Therapists who support adults and children. - People handling facilitation; and - Moving and Handling learning for education and residential care colleagues specifically for the moving and handling of Children and Young People. The requirement is for a specialist provider who can also deliver specialist learning for colleagues who manage complex physical transfers and specialist equipment risk assessments. Part of the learning required is confident skills in Bariatric Care, Huntington's disease (and progressive neurological conditions), and complex cases including Amputees and Dwarfism. Learning standards must fully comply with the national Scottish Manual Handling Passport Scheme (SMHPS). Lot 5: Promoting Positive Engagement and Building Relationships Learning will focus on delivering consistent, positive Customer Service that avoids or de-escalates conflict wherever possible. It will provide Council colleagues with the skills required to identify when an interaction may become challenging, and how to take steps to reasonably reduce the risk of it escalating into conflict. The requirement is for colleagues who manage face to face as well as phone or digital interactions. Part of the learning required is confident skills in Debriefing and Trauma Aware Customer Service. Lot 6: Driver Learning Learning will cover but is not limited to: - CPC Driver Certificate of Professional Competence annual modules - Driver initial CPC part 4 (practical demonstration) test fee; - Driver Learning - Starter Pack (Medical, Theory materials, logins and tests); - LGV Medical Test fee; - Driver Learning - LGV C1 (vehicles up to 7.5 tonne); - Driver Learning - LGV C1+E (vehicles up to 7.5 tonne with trailer over 750kg); - Driver Learning - LGV C (vehicles with trailer with max mass up to 750kg); - Driver Learning - LGV C+E (vehicles over 3.5 tonne, with trailer over 750kg); - Driver CPC part 3A Reverse (off-road exercises) test; - Driver CPC part 3B Reverse (on-road exercises) test; - Driver Learning - Ride on Roller; - Driver Learning - Ride on Roller DVLA Test Fee; - 4x4 Off Road Learning; and- 4x4 Off Road Learning Refresher; - Familiarisation with operating electric vehicles; and - Fuel efficient driving practices. Lot 7: NPORS – Plant Operator Learning Learning will cover but is not limited to: - NPORS-180 Back Loader (1-Day Refresher); - NPORS-180 Back Loader (5-Day Intermediate); - NPORS-180 Back Loader (10-Day Novice); - NPORS-Bolt On-Excavator Used as Crane; - NPORS-Telehandler (1-Day Refresher); - NPORS-Telehandler (Novice); - NPORS-Forklift (1-Day Refresher); - NPORS-Forklift (Novice); - NPORS-HIAB (Lorry Loader) Clamshell Bucket Grab; - NPORS-HIAB (Lorry Loader) Crane Swivel Hook; - NPORS-HIAB (Lorry Loader) Brick/Block Clamp; - NPORS-Overhead Gantry Crane; - NPORS-360 Excavator (1-Day Refresher); - NPORS-360 Excavator (5-Day Intermediate); - NPORS-360 Excavator (10-Day Novice); - NPORS-Abrasive Wheels with Practical Cutting/Grinding - NPORS-Loading Shovel (1-Day Refresher); - NPORS-Loading Shovel (Novice); - NPORS-Material Re-handler (1-Day Refresher); and - NPORS-Material Re-handler (Novice). Lot 8: NRSWA Streetworks Learning will cover the full process, from application, through delivery, to assessment for the below requirement: - LA (Unit 001) - Location and Avoidance of Underground Apparatus; - O1 (Unit 002) - Signing, Lighting and Guarding - Operatives; - O1 (Unit 002) - Signing, Lighting and Guarding – Novice Operatives; - S1 (Unit 010) - Signing, Lighting and Guarding - Supervisors; - Full Card (All Units) - Supervisors; - Full Card (All Units) - Supervisors - Online Reassessment/Refresher; - Full Card (All Units) - Operatives; and - Full Card (All Units) - Operatives - Online Reassessment/Refresher. Lot 9: Strategic Leadership Development This Lot will cover learning which supports and challenges our public sector middle leaders in the following themed areas: 1. Complex Decision Making: Navigating uncertainty and responding to changing environments, including legislative and regulatory, whilst using effective frameworks to inform strategic and operational decision making, enhance efficiency and reduce risk. 2. Navigating, and leveraging the political landscape: Adapting to changing political environments through stakeholder engagement, strong partnership working with proactive approaches to communication and collaboration to enhance delivery of organisational priorities and continual embedding of our behaviours. 3. Sharpening and strengthening Leadership Practice: Emphasising leadership mindsets to support and challenge leaders to revisit their leadership style and practice, to increase their self-awareness with a focus on delivering trust and leading thriving teams that deliver against our strategic priorities and to enhance leadership of inclusive and relationship-based cultures and strategic impact. This requirement is currently under review and might not be included as part of the Learning and Development Framework.. Lot 10: Personal Safety Learning Learning will build awareness, lower the risk of harm and injury, and empower colleagues in citizen/service user-facing roles to handle dangerous or high-risk situations effectively. Provision must cover refresher needs and practical scenarios. The following learning outcomes should be met: - Understand the contributing factors to stress/distress or aggressive behaviour; - Identify risks in a situation and environment and plan for safer lone working; - Employ strategies to defuse and avoid abusive and aggressive behaviour; - Review individual and service work practices with a view to increasing safety; - Understand relevant legal/policy issues; - Develop strategies to maximise learning following incidents; and - Develop competence in blocking and some low-level disengagement techniques. Lot 11: Principles of Care Learning Learning will equip learners from the social care workforce with foundation level knowledge and skills which enables them to fulfil care and support responsibilities in accordance with current standards of care and codes of practice. Learning outcomes include: - how the regulation of care applies to social care work; - human rights based and ethical practice; - person-centred and person-led approaches; - enabling, re-enabling, strengths-based and outcomes focused practice; - what positive social care behaviours look like; - understand why professional boundaries matter; - the principles of effective communication at work; - how social care principles contribute to and inform recording and sharing of information; - how health and social care standards apply to personal care planning; - the skills needed to assist individuals to participate in daily living activities; and - the value of reflective practice and continuous professional learning.
