Description

The contract will deliver a waste and recycling collection service to around 50 500 households in Chorley Council’s area with potential for another 1 120 properties in an adjacent Council’s area. Residual waste, dry recycling (co-mingled plastic bottles, cans and glass) and garden waste will be collected on an alternate weekly basis with co-mingled paper and card collected every 4 weeks. The contract will also deliver a bulky waste collection service to households. The borough of Chorley is situated in central Lancashire and covers around 80 square miles. Chorley is well placed for access to the major cities of the North West and these good links makes it a popular place in live and invest in. This is reflected in its population, which is steadily expanding, its population was 107 200 in 2011. The contract is to provide a refuse and recycling collection service within the borough of Chorley. Chorley Council has approximately 50 500 properties (December 2017) with a population of 107 200 residents (2011). The same services are currently provided to 1 120 properties at Buckshaw Village which are located in South Ribble Borough Council’s area. Chorley is a popular place to live and property numbers have increased by around 600 each year and this is expected to continue. If this growth continues this will lead to increased volumes of waste and/or values included in this notice, which are estimated only, based on current requirements. Chorley Council covers an area of around 80 square miles. The council does not own a waste collection depot and the current provider rents a depot just outside the borough boundary. All waste collected is currently delivered to a purpose built waste treatment facility operated by Lancashire County Council at Farington, to the North of the borough. The principal refuse and recycling activities include delivery of an alternate weekly refuse and recycling collection service to nearly all properties in the borough, approximately 50 500 with around 170 properties still receiving a weekly residual waste collection due to access difficulties. The contract will be for collection and delivery to a disposal site(s) approved by Chorley Council. Recyclable co-mingled plastic bottles, cans and glass is collected once every 2 weeks from each household with co-mingled paper and cardboard collected once every 4 weeks. Garden waste collection is a chargeable service and currently 22 000 properties have opted into this service, which is managed and owned by the council. The contract will also include a bulky waste collection service managed by the Council but for the contractor to carry out. The contract period is for 10 years plus 11 weeks (1.4.2019 until 15.6.2029) with the option to extend up to a further 2 years. The initial estimated contract value and actual contract values included in this notice are for the full potential contract period, including the period of optional extension and are based on current contract requirements. Contract specifics. Co-mingled plastic bottles, cans and glass collections and residual household waste collections to 50 500 properties. Garden waste collection is a chargeable service to 22 000 properties. Alternate weekly collection of these household waste streams. 4 weekly collection of co-mingled paper and cardboard from 50 500 properties on the same week day as other recycling streams. Delivery to approved disposal sites. Assisted collections are provided to approximately 2 000 households for all services. Co-mingled plastic bottles, cans and glass collected in a 240 litre wheeled blue bin. Co-mingled paper and cardboard collected in a 240 litre wheeled brown bin. Garden waste collected in a 240 litre wheeled grey bin. Residual waste collected in a 240 litre wheeled green bin. Approximately 170 properties still receive a weekly residual waste collection due to access difficulties. Schedule 2 premises — 150 schedule 2 properties receive collections based on the frequency of collections offered to households. Bulky waste collections: approximately 4 500 collections were carried out in 2016/17, 1 200 for bulky goods, and 3 300 for WEEE items. Collections for WEEE will be charged for from 1.4.2018, as other bulky waste items are currently, so it expected the number of collections will fall significantly.
