Description

Omsorgsbygg Oslo KF, Undervisningsbygg Oslo KF, Kultur- og idrettsbygg Oslo KF, Boligbygg Oslo KF and Oslobygg KF intends to sign a contract with Aksesspunkt Norge AS for delivery of the software solution ‘Faktura Firewall’. The contracting authority intends to sign a contract without a prior contest as there is only considered to be one existing supplier in the market that can deliver 'stand-alone’ a system that fulfils the requirements and needs the contracting authority has, c.f. PPR § 21-5. The contracting authority needs a system that: — delivered as SaaS (Software as a Service); — ensures that invoices enter the system correctly, and they are marked correct with the references that the contracting authority has as requirements for invoices; — sends incomplete invoices back to the sender with information on what is missing in the invoice; — can stop fraudulent invoice and invoices from suppliers that are blacklisted by banks; — has an option for reporting. If the market has feedback about the process or there are suppliers who can deliver this type of software solution, feedback is requested as soon as possible to the contracting authority's contact person via email. The waiting period expiry is set to 3 January 2021, 23.59. The contract will be signed when the waiting period expires.
