Description
The purpose of the procurement is to set up a framework agreement for the delivery of up to 25 stationary and up to three mobile rolling compactors for Sirkula IKS’ locations, including Kretsløpsparken (KP) at Hamar, as well as Sirkula IKS' locations at Moelv, Brumunddal, Stange, Heggvin and Benstigen. The contracting authority will also have an option for a service contract for up to five years for the machines that will be delivered, in addition to an option to install safety fences together with the machines. For further information about the procurement contents refer to Part II of Appendix 1, the contracting authority's requirement specification. Lot 1: The contracting authority will establish a framework agreement with one supplier for the procurement. The contract will have an initial duration of two years with an option for the contracting authority to extend the contract for up to a further one year + one year, totalling four years including all extensions. The framework agreement is based on the terms in Sirkula's standard contract for purchase of goods with amendments and additions that appear in the contract documents in the tender documentation. The contracting authority intends to be able to equip the locations with rolling compactors continuously in the contract period depending on budgeting and experience that the contracting authority gains continuously with the machines that are delivered. The contracting authority wants to use the machines for compacting the following waste types: wood, metal, residual waste, hard plastic and treated wood etc. The contracting authority plans to use Kretsløpsparken (KP) as a pilot in order to gain experience, and is considering call-offs for up to seven stationary rolling compactors to be delivered at this location in 2021. The contracting authority also plans to make call-offs for one of the mobile rolling compactors during 2021, with delivery to one of the above-named locations. The contracting authority estimates the value of the framework agreement to be between NOK 8 million and NOK 13 million over the contract period including all options. The estimate is made according to the contracting authority's best knowledge. The number of compactors called-off under the framework agreement for 2021 and in the contract period depends on the contracting authority's budget coverage for the procurement and experience the contracting authority gains after the machines are taken into use. The contracting authority is not bound to make withdrawals before a call-off has taken place under the framework agreement.
