Description

The STEP programme is entering a critical transition period as it moves from framework development into Implementation and live including onboarding of the Construction Partner (CP) and standing up Integrated Project Teams (IPTs) by September 2026. To meet this milestone, UKIFS requires continuity of expertise to finalise, embed and hand over the STEP Project Controls Framework into early business-as-usual (BAU). Arcadis has been the primary developer of the framework. As we enter into the next phase of implementing the PPMO framework in STEP the contextual knowledge and stakeholder relationships that Arcadis have becomes vital to for keeping the momentum and ensure smooth transition into Business as Usual without disruption to core programme delivery. The proposal is closely aligned with the STEP Programme's strategic goals, as well as UKIFS' broader organisational objectives. The development and embedding of a standardised project controls framework is necessary for UKIFS to operate as an intelligent client, particularly as the supply chain expands and as the delivery model transitions into a more integrated partnership with industry. A mature controls environment directly supports predictable programme performance, and the ability to comply with emerging government standards and regulatory expectations of a government major portfolio programme. Furthermore, this work supports sustainability and innovation objectives by improving how project data is structured, processed and supports data drive for decision‐making. The integration of the FUSION Lifecycle into Method Grid will strengthen digital workflow capability and enable consistent quality across delivery teams. As STEP grows, this foundation will support the wider national fusion mission and contribute to long-term sector capability. Finally, the training and capability transfer elements contribute to local and national skills development. The train‐the‐trainer model, pilot project engagement, and early BAU handover activities ensure that skills are not held externally but transferred directly into UKIFS and the IPTs and Partners.
