Description

This Call-Off Contract is intended to support the Authority in the design and implementation of the DCC2 ex-ante price control framework. This includes, without limitation, the development of incentive structures, performance metrics, and governance arrangements during the transitional period. The Supplier shall also provide guidance on managing the concurrent operation of DCC1 and DCC2 controls to prevent financial duplication. In addition, the Contract may encompass a quality assurance or "critical friend" function to challenge major disallowance areas within the current ex-post regime. This work is essential to ensure robust regulatory oversight, equitable cost recovery, and long-term value for money in a monopoly environment.
