Leasing of cars, framework agreement

Description

The invitation to tender concerns a framework agreement for leasing passenger cars and goods vans with associated additional services. The contract value is estimated to be above the EEA threshold value. The need is uncertain. Historically, the contracting authority has procured services for approx. NOK 2,000,000 excluding VAT per annum in the last 3 years. The value can be both higher and lower, and will depend on, among other things, the contracting authority's needs, activities, budgetary situation and other framework factors. The contracting authority has currently a total of approx. 35 vehicles that are relevant for this agreement. During autumn 2022 16 cars are planned to be published as a mini-contest immediately after the award of contract. The maximum value of the contract, including any options and expected price increase is NOK 12,000,000 excluding VAT. See the procurement documents for further information. Please note that due to holiday period, the deadline for asking questions is 2022-07-05. Lot 1: Lots/groups Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority has considered dividing the assignment in accordance with PPR §19-4, but has decided that it is not suitable for this agreement. Framework agreement The assignment will be regulated by the attached framework agreement with the accompanying standard agreement terms. The framework agreement will be valid from and including 2022-09-01 until and including 2024-08-31, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time. The contracting authority shall also enter into parallel agreements with two or more tenderers, as long as a sufficient number of qualified tenderers submit tenders. The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
