The Contracting Authority has responsibility for the monitoring and enforcement of noise nuisance in the county area. This work is carried out by the Environmental Enforcement Section in the Infrastructure and Climate Change Directorate. The Contracting Authority is part of the Dublin Agglomeration Noise Action Plan 2024-2028. This Noise Action Plan (NAP) has been prepared in accordance with the Regulations and is aimed at strategic long-term management of environmental noise from transport systems and is based on the results of the strategic noise maps which informed assessments of population exposure and harmful effects of noise. This plan requires that DLRCC address priority areas, areas where environmental noise typically exceeds WHO Environmental Noise Guidelines for the European Region, under three classifications: Important areas (IP), most important areas (MIA) and priority important areas (PIAs). Measure DLR_M9 of the NAP states that “Dún Laoghaire-Rathdown County Council Environmental Enforcement Unit will roll out during the lifetime of this plan an Ambient Noise Monitoring Network. As part of our commitment to improving our ability to proactively monitor environmental noise, we are seeking to develop a network of sound level meters to monitor PIAs and candidate quiet areas (CQAs).
