GLA Third Party Resident Support

Description

Transport for London (TfL), acting on behalf of the Greater London Authority (GLA), invites suitably qualified organisations to participate in an Open Procedure under the Procurement Act 2023 Light Touch Regime for the provision of Third Party Resident Support Services in support of the Warm Homes Local Grant (WHLG) Programme. The Warm Homes Local Grant Programme is funded by the Department for Energy Security and Net Zero (DESNZ) and delivers domestic energy efficiency and low-carbon heating measures to eligible low-income households across London. The Programme forms part of Warmer Homes London and supports the Mayor of London's objectives to reduce fuel poverty, improve housing quality and accelerate London's transition to net zero. The purpose of the Third Party Resident Support Service is to provide tailored, resident-centred support to vulnerable, digitally excluded and harder-to-reach residents throughout their participation in the Programme. The Service is intended to improve resident engagement, reduce avoidable programme attrition, improve customer experience and support successful delivery of retrofit measures. Services may include: • resident engagement and outreach activities; • casework and tailored resident support; • support for vulnerable and digitally excluded residents; • assistance with programme navigation and communications; • support during assessment, installation and completion stages; • signposting and referral to other services where appropriate; • reporting, performance monitoring and programme evaluation. The procurement is divided into four (4) geographical Lots/scopes. Bidders may bid for one, multiple or all Lots. Lots will be evaluated independently in accordance with the published evaluation methodology. Lot 1 Barnet, Camden, Enfield, Haringey and Islington. Lot 2 Brent, Ealing, Hammersmith and Fulham, Harrow, Hillingdon, Hounslow, Kensington and Chelsea and Westminster. Lot 3 City of London, Lambeth, Merton, Richmond upon Thames, Southwark, Sutton, Wandsworth and Kingston upon Thames. Lot 4 Greenwich, Redbridge, Bromley, Tower Hamlets, Hackney, Havering, Bexley, Newham and Lewisham.
