Bristol City Council wishes to procure a fully integrated HR and Payroll solution, to be implemented in collaboration between the Council and the successful Tenderer. The solution will be highly configurable fit for purpose, cost effective, scalable and dynamic. Ideally this would be delivered by the implementation of a cost effective fully integrated system. However, in order to try and achieve “best of breed” type functionality, the solution could be delivered over multiple systems with seamless integration. Further information regarding the opportunity and access to the documentation can be found on the ProContract Opportunities website: https://procontract.due-north.com/Opportunities The Project reference is DN280746 The procurement will be run as a competitive procedure with negotiation as per Reg 29(4) Public Contract Regulations 2015. 1.1) Bristol City Council is a unitary authority with its executive function controlled by a directly elected Mayor. It serves the citizens of Bristol and employs approximately 6900 employees paid on a monthly basis, with an employee split of: — 3650: full time employees, — 2600: part time employees, — 650: casual employees, paid in the last month. 1.2) The Council also provides monthly payroll services for 5 other organisations and the employee split is outlined below: — Avon Fire and Rescue, — Ashton Park Secondary School, — Bristol Technology and Engineering Academy, — Southmead Development Trust, — Local Managed Schools. 1.3) The additional organisations are made up of the following: — 2035: full time employees, — 2685: part time employees, — 950: casual employees, paid in the last month. 1.4) No weekly payroll function will be required. 1.5) The Council administers four pension schemes: — LGPS, — Teachers, — NHS, — Fire Service. 1.6) There are eight different pay scales and the majority of Council employees have a Bristol Grade: a) Bristol payscales; b) Teachers payscales; c) Soulbury payscales; d) Craft pay scales; e) Youth and Community Support Worker pay scales; f) Service Director; g) Agenda for Change; h) Public Health Consultants. 1.7) The employee Terms and Conditions are covered by the Bristol Contract and Code of Conduct for Employees. Employment is governed by law and also by national and local agreements which may be changed or replaced as a result of negotiations with the trade unions. 1.8) The Council wishes to procure a fully integrated HR and Payroll solution, to be implemented in collaboration between the Council and the successful Tenderer. The solution will be highly configurable fit for purpose, cost effective, scalable and dynamic. Ideally this would be delivered by the implementation of a cost effective fully integrated system. However, in order to try and achieve “best of breed” type functionality, the solution could be delivered over multiple systems with seamless integration. Refer to “DN280746_SQ_02_Scope and releases_v2” on ProContract for further information on the high level description of functionality, scope, and intended party responsibility. 1.9) The Council needs to implement an integrated HR, Payroll solution to: — implement automated end to end processes wherever possible and reduce the number of data touch points, — automate approvals, reminders and alerts throughout the business, — automate and centralise data access controls and segregation of duties, — implement dynamic dashboard reporting at all levels throughout the business, — Implement self service capability at all levels throughout the business, — improve the End User experience, — migrate from our existing platform, — enhance pay element and pension calculations, — automate and enhance Payroll processing, — Maximise control of system configuration changes in order to provide more flexibility to future business change. 1.10) There is also a requirement for up to 11 individual integrations in addition to the standard HMRC RTI and BACS integrations. These additional integrations include integrating with BCC’s UNIT 4 ABW corporate finance system, integrating with BCC’s ITSM, Active Directory and Automated Building Access Control systems.
