Supply of Assistive Technology for Residents with Epilepsy

North Hertfordshire District Council 'the Council' currently supplies, maintains, and monitors assistive technology to 580 users living with epilepsy in Hertfordshire. The Council seeks to procure epilepsy monitoring equipment which is easily adjustable, durable, and, suitable for storage in vans. Furthermore, the Council seeks equipment to detect a range of seizure types and other indicators of epilepsy, such as pulse and acoustic monitoring. The Council receives approximately 20 referrals every month for users living with epilepsy. Lot 1: Detection for Tonic Clonic and Myoclonic Seizure Activity North Hertfordshire District Council (the Council) invites Tenders for the supply of assisted living epilepsy monitoring equipment and related assistive technologies for vulnerable residents living within Hertfordshire.The aims of this project are:(a) Supporting people living with epilepsy to establish, maintain or regain independence both in and away from their home setting.(b) Delaying and reducing the need for admissions to nursing and residential care.(c) Support informal and formal carers.(d) To communicate with the Alarm Receiving Centre where informal or formal carers are unavailable.(e) Support the introduction of new, emerging, and novel technologies.8.2 Lot 1: Detection for Tonic Clonic and Myoclonic Seizure Activity (a) The solution should be designed for monitoring tonic clonic and myoclonic seizures while the user is in bed, sitting in a chair or walking within the home.(b) The solution should have adjustable sensitivity for seizure detection.(c) The device should provide accurate data on the duration, intensity, and frequency of seizures.(d) Desirable features:(i) The solution should monitor the user’s pulse and alert if it detects irregular pulse associated with seizure activity. (ii) The solution should monitor for audio cues associated with seizure activity, such as vocal clicks, shouts, and screams. Lot 4: Occupancy & Motion Detection North Hertfordshire District Council (the Council) invites Tenders for the supply of assisted living epilepsy monitoring equipment and related assistive technologies for vulnerable residents living within Hertfordshire.The aims of this project are:(a) Supporting people living with epilepsy to establish, maintain or regain independence both in and away from their home setting.(b) Delaying and reducing the need for admissions to nursing and residential care.(c) Support informal and formal carers.(d) To communicate with the Alarm Receiving Centre where informal or formal carers are unavailable.(e) Support the introduction of new, emerging, and novel technologies.8.5 Lot 4 Occupancy & Motion Detection(a) Detecting occupancy and vacancy of a chair or bed(i) The assistive technology solution should detect whether a user has occupied or vacated a bed or chair and alarm if adjustable criteria is met, such as vacating at a certain time of day, not returning to the bed or chair within an adjustable duration of time, or immediately alarm.(b) Detecting doors being opened or closed(i) The assistive technology solution should detect whether a door has opened or closed and alarm if adjustable criteria is met, such as at a certain time of day, if the door is left open for an adjustable duration of time, or immediately alarm.(c) Detecting activity and motion within the property(i) The assistive technology solution should detect whether there is motion and alarm if adjustable criteria is met, such as the time of day, if there is no activity for an adjustable duration of time, or immediately alarm. Lot 5: Abnormal Activity Away from Home North Hertfordshire District Council (the Council) invites Tenders for the supply of assisted living epilepsy monitoring equipment and related assistive technologies for vulnerable residents living within Hertfordshire.The aims of this project are:(a) Supporting people living with epilepsy to establish, maintain or regain independence both in and away from their home setting.(b) Delaying and reducing the need for admissions to nursing and residential care.(c) Support informal and formal carers.(d) To communicate with the Alarm Receiving Centre where informal or formal carers are unavailable.(e) Support the introduction of new, emerging, and novel technologies.8.6 Lot 5 Abnormal Activity Away from Home(a) The solution should be designed for monitoring abnormal activity, such as seizures and falls, away from the home.(b) The device should provide accurate data on the duration, intensity, and frequency of seizures.(c) The device should report on GPS location of the user when an alarm is activated.
