The Combined Authority supports sustainable growth across Cambridgeshire and Peterborough. Through its constituent councils adopted Local Plans there are plans to meet significant housing needs, employment growth and environmental improvements into the 2030’s. Emerging Plans are starting to test options for growth into the 2040’s. However, there are evident and emerging infrastructure barriers that can slow or prevent the pace of delivery of such sustainable growth. The Combined Authority wants to develop an overview of these barriers across Cambridgeshire and Peterborough and assess potential interventions (whether for its own activity or national/local stakeholders). A Strategic Infrastructure Delivery Framework (SIDF) would add value to the planning and delivery of infrastructure to enable the approved growth. The Combined Authority requires consultancy support to produce the SIDF by March 2024. The consultancy project is to undertake a process that establishes the infrastructure barriers, engages with stakeholders, and produces an initial SIDF. Preparation of the SIDF needs to take into account the evidence base already developed through Local Plan reviews (including local Infrastructure Delivery Plans), utility providers own assessments, and complimentary consultancy work being considered by the Combined Authority on refreshing economic evidence (the Combined Authority’s Futures Programme).
