Description

The Framework Agreement comprises primarily legal consultancy services/assistance in specific child welfare cases, written and oral, also to prepare and execute cases for the County Social Welfare Boards and the Courts of Norway. The tenderer shall also provide professional updating/courses for the Norwegian Child Welfare Services employees, one day per year. Melhus and Skaun municipalities have entered into an inter-municipal collaboration for the child welfare service. Melhus is the host municipality. Melhus and Skaun municipalities are neighbouring municipalities that have entered into a collaboration for child welfare. Melhus kommune is the host municipality for the service. The municipalities are located south of Trondheim, and have respectively approx. 17 000 and 8 000 residents. Altogether, the municipalities have on average had approx. 40-50 hearings at the County Social Welfare Boards/court annually, including appeals processes. The municipalities require high accessibility, also outside of regular working hours, and the capacity to manage cases on short notice. This also applies for the cancellation of holidays and in case of absence due to illness. The Norwegian Child Welfare Services wants to connect with a specific solicitor(s) in the contract period. We want to enter into an agreement for two years, with an option for 1 year + 1 year. Options renew automatically, as long as the contract is not terminated 6 months prior the expiry of the contract/option. Remuneration for assistance shall be calculated on an hourly basis for the time used. This includes all work in regard to each assignment, including telephone conversations, correspondence, meetings, preparation and after-works. Any travel costs shall be included in the fixed hourly rate stated in the tender offer. The hourly rate shall be non-variable during the contract period. Annual one days course/professional updating shall be costs at a fixed price, including costs for any travel/hotel accommodation.
