The University of Limerick, hereafter referred to as “UL” or “the Contracting Authority”, is considering options for the delivery of an extensive LED lighting upgrade programme across its campus estate. As part of a phased approach to this wider programme, UL is considering an initial pilot phase involving four buildings on campus. The pilot phase is expected to comprise approximately 2,200 light fittings, subject to survey, design development and final project scoping. UL wishes to engage with the market to better understand the availability, structure, feasibility and potential value-for-money of “Light-as-a-Service” contract models for the delivery, operation, maintenance and potential financing of LED lighting upgrades. This Preliminary Market Consultation is being undertaken to assist UL in understanding market capability and appetite before determining the most appropriate procurement and commercial strategy.
