Hias IKS intends to enter into a contract with Hedmark ICT without a prior contest for ICT operations. The annual value of the contract will be approx. 750 000 NOK. The procurement is not covered by the regulations as it is for execution under our management, cf. the utilities regulations chapter 3. HIAS IKS will enter into a contract with HIKT at the earliest ten days after the date of this notice. The procurement is not covered by the regulations as it is for execution under our management, cf. the utilities regulations chapter 3. HIAS IKS will enter into a contract with HIKT at the earliest ten days after the date of this notice. Hias IKS is owned by Hamar, Ringsaker, Løten and Stange Municipalities. Three of these municipalities, Hamar, Stange and Løten, are part of an inter-municipal collaboration on ICT operations through the company 'Hedmark IKT' (HIKT), with Hamar being the host municipality. HIKT does not have commercial aims and is run in accordance with full cost principles. The municipal sector plan for water and sewage has frameworks and guidelines for the collaboration for the services that HIAS and the owner municipalities provide for inhabitants. The development is moving towards even closer collaboration on uniform drift and uniform processes, and there is an expressed need for more digitalisation, collection of data and analyses. A prerequisite for this is the coordination of joint infrastructure, information security and technical systems. It is, thus, also necessary for HIAS to cooperate with its owner municipalities on ICT services. This involves entering into an IT partnership with HIKT in order to achieve the development and goals that HIAS' owner municipalities have set. See the complete explanation under point 3 — Annex D2.
