Description
The Scottish Government has a requirement to place a contract with an external service provider for the provision of Evaluation of the early community-level phase of the School Age Childcare Transformational Change Programme. Scottish Government has committed to: “building a system of school age childcare by the end of this Parliament, providing care before and after school, all year round, supporting parents and carers – particularly on low incomes – to have secure and stable employment”. The School Age Childcare Transformational Change Programme has recently been established to deliver this commitment. The aims of this research work are to: 1) work with the Early Adopting Communities’ leads and partners in Dundee, Glasgow, Clackmannanshire and Inverclyde to develop clear community-level theories of change 2) building on the community-level theories of change, work with Scottish Government leads and key stakeholders to develop a clear national-level theory of change 3) gather process study information on the early implementation and delivery of the Early Adopting Communities in Dundee, Glasgow, Clackmannanshire and Inverclyde 4) develop a monitoring and evaluation framework clearly setting out what data will need to be collected for current and future Early Adopting Communities to support effective evaluation 5) produce a preliminary evaluability assessment to inform development of the longer-term, national process, impact and economic evaluation
