New Assignment Processing System for 110 exchanges — Pre-qualification

Description

The purpose of the procurement is to replace the current assignment processing tool for all 110 exchanges in Norway. Vision, currently used by the centres, has reached the end of its technical life and needs to be replaced. Vision has, since procurement in connection with the introduction of Nødnett (the Norwegian Public Safety Network), been owned by the state. It has always been assumed that the state would be responsible for the procurement of Vision, while replacement of the tool and procurement of a new assignment processing tool is a municipal responsibility and will be financed by the municipalities. Lot 1: The procurement of a new assignment processing tool will contribute to giving the 110 operators a future-oriented, user-friendly and suitable support tool for processing all of the statutory tasks of the exchange. The new assignment processing tool is expected to be able to safeguard the needs of the 110 operators in relation to data, resources and events simultaneously, through simple work operations with intuitive and good work flow that will contribute to ensuring high quality quick processing of events. The contracting authority retains the right to cancel the competition if it is not possible to achieve tenders within the economic limits of the project or if there is justifiable cause.
