Operations and maintenance contract for a welfare technology platform and established patient signalling system The municipality currently has an existing technical infrastructure and system for localisation technology from Sensio AS that has been tried and adapted for use in the service. In order to ensure predictable operation for institutions with pre-established Sensio systems, it is necessary to move the underlying software platform over to a cloud system. The municipality intends to enter into a contract with Sensio for the operation of Sensio Unity on the cloud, as well as further operation of all existing Sensio systems in the municipality. Fredrikstad municipality considers the transition to a cloud system to be an exemption from the rules in the PPA/PPR. This is pursuant to the Public Procurement Regulations § 13-4 letter b, points 2 and 3. Lot 1: The municipality currently has an existing technical infrastructure and system for localisation technology from Sensio AS that has been tried and adapted for use in the service. In order to ensure predictable operation for institutions with pre-established Sensio systems, it is necessary to move the underlying software platform over to a cloud system. The municipality considers that changing the supplier for a limited time to be an undue cost for users, their relatives and employees. The municipality intends to enter into a contract with Sensio for the operation of Sensio Unity on the cloud, as well as further operation of all existing Sensio systems in the municipality. Fredrikstad municipality considers transitioning to a cloud system to be an exemption from the rules in the PPA/PPR. This is pursuant to the Public Procurement Regulations § 13-4, letter b, points 2 and 3: a contest is impossible due to technical reasons and the procurement concerns services that only a specific tenderer can deliver due to the tenderer having exclusive rights, including intellectual property rights. This exemption therefore applies to access to Sensio Unity delivered as a cloud system to the established Sensio installations in the municipality. In addition, a continuation of all the connected systems is included, use of Sensio Pocket and Sensio Response, as well as necessary integrations with the journal system, etc. It is specified that this exemption only applies to existing systems. All new systems that the municipality procures, and which fall under the Public Procurement Regulations, will be procured through separate contests.
