Description
KMD is responsible for planning and implementing the project 'New Government Quarter’, and wants to strengthen their resources for follow-up of progress, costs and uncertainty management in the project. We want to sign a contract with a supplier who can offer one or more consultants who can document broad experience from implementation, management and coordination of large, complicated construction projects/processes. The person who will provide the assistance must be able to obtain security clearance at level (K), and have the necessary trust of the contracting authority. We want a contract based on hourly-price, and not the number of hours per year, with a length of 4 years and with an option for two new years, one year at a time. The assignment has a probably total limit of NOK 2 100 000 excluding VAT. This is a non-binding estimate made according to the contracting authority's best judgement, and is not binding for the contracting authority. The scope of the assistance is uncertain and will vary over time, depending on the need throughout the contract period. Lot 1: Ministry of Local Government and Modernisation (KMD) is responsible for the planning and implementation of the project ‘New Government Quarter’. The New Government Quarter project is in transition from preliminary project to detailed engineering design, commencement of building and implementation. Commencement of construction stage 1 was in the beginning of January 2021, and the preliminary project for construction stage 2 and 3 will start parallel to the completion of construction stage 1. Statsbygg (the Directorate of Public Construction and Property) has signed contracts with multiple turnkey contractors who are in a collaboration phase with a view to achieving the target amount as a basis for the fee model. This means that the total resource effort in the coming years will be multiplied in relation to what it has been up until now, which sets completely different requirements for management and follow-up from the project in KMD. To ensure good follow-up and corporate governance in the future, the project is therefore recommended, both by an external consultant and in the KS2 report from DOVRE, to ensure the necessary expertise in progress follow-up, systematic completion and cost development/finance. On this basis, KMD wants to strengthen their resources for follow-up of progress, costs and uncertainty management in the project. The project is large and complex with many users and external stakeholders. KMD coordinates closely with the users (the ministries, The Office of the Prime Minister and the Norwegian Government Security and Service Organisation), the representatives, the safety workers and other stakeholders of a public and private nature. Statsbygg (SB) [the Directorate of Public Construction and Property] is the ministry's executing body (developer). We therefore want to sign a contract with a supplier who can offer one or more consultants who can document broad experience from implementation, management and coordination of large, complicated construction projects/processes. A good understanding of the ministries' uniqueness and role in construction projects is required in order to be able to give good advice about KMD's project management and organisation, e.g. of the user participation work. The person who will provide the assistance must be able to obtain security clearance at level (K), and have the necessary trust of the contracting authority. The combined need for project support is currently not clear. KMD anticipates there will be a need for varying project support until completion of the first construction stage with the greatest need in the first year. We therefore want a contract based on hourly price, and not the number of hours per year, with a duration of four years and with an option for two new years, one year at a time. The assignment has a likely total limit of NOK 2 100 000 excluding VAT. This is a non-binding estimate made according to the contracting authority's best judgement, and is not binding for the contracting authority. The scope of the assistance is uncertain and will vary over time, depending on the need throughout the contract period.
