Summary of work Procure resources (180 call-off days) with experience working on the Digital Transactional Toolkit (DTT) platform, Microsoft Azure platform, API technology. Required to Support and make updates to the : • PSNI FMS application. • PSNI Online Firearm applications. • PSNI Vetting application. • PSNI Vetting Online application. • PSNI Fixed Penalty Payments application. • PSNI API interface. • PSNI FMS / Sharepoint integration. • PSNI Fixed Penalty / StarDome & StarTraq integration. Where the supplied staff will work Northern Ireland Why the work is being done In 2016 the PSNI with NI Direct delivered an online facility on the NI Direct Digital Transactional Toolkit that enables members of the public to make a request for a firearms licence, or to change an existing licence. In 2022 a system was developed for the management of online Firearms applications and the management and generation of Firearms Certificates. A number of API interfaces was also developed to a number of PSNI's system. PSNI have a need to provide support of these components. In 2022 as part of PSNI Digital Citizen Online Services programme of work, a project was undertaken to allow the PSNI to accept online Vetting applications from 4 categories of applicants. • Student Office Recruitment • Police Staff Recruitment • Non Police Personnel • In Service Re-Vetting As part of this a system was developed for the management of the online vetting applications. During the same period and also part of PSNI Digital Citizen Online Services programme of work, a project was undertaken to allow the public to pay for Non-Endorsable Fixed Penalty Notices online. As part of this a Fixed Penalty Non-Endorsable online application system was developed, with World Pay and StartDome integration. A number of API interfaces was also developed to a number of PSNI's system. PSNI have a need to provide support of these components. The business problem The ICT department require specialist knowledge to assist in the support and enhancements to : - PSNI Firearms Certificate Management System, both citizen facing and internal admin. - REST API functionality developed to support integrations with other PSNI Systems. - PSNI Vetting System, both citizen facing and internal administration system. - PSNI Fixed Penalty Online Payment system, integration with World pay and existing PSNI Fixed Penalty system. It is essential that the specialist has proven experience working on the Digital Transactional Toolkit (DTT), Microsoft Azure hosting. The people who will use the product or service User type: ICS Staff Definition: The ICS Department supports a range of ICT applications for the PSNI business areas. The ICT department wish to purchase call of days to support and enhance: • the existing FMS(Firearms Management System) Admin facility • the existing online Firearm application facility. • the existing API Solution. • the existing Sharepoint Solution • the existing OMR Solution • the existing Vetting Online Solution • the existing Vetting Administration Solution • the Fixed Penalty Online payments Solution • the integration with PSNI Fixed Penalty system,World Pay and the Online Fixed Penalty Solution Which phase the project is in Live Existing team ICT Project(development) and support staff have a range of skills. They work closely with the PSNI • Firearms and Explosives branch • Vetting branch • Fixed Penalty Processing Centre to support the business needs. Address where the work will be done Belfast, Northern Ireland. Support and Enhancements to the outlined systems will require time on site. However, PSNI cannot provide on-site development facilities. The Supplier MUST provide a secure mechanism for the transfer of files from their premises to PSNI for implementation. Supplier MUST be available onsite when software is being released into the live/production environment. Working arrangements The design of updates to the application will require time on site, however, PSNI cannot provide on-site development facilities.
