Description
The Office of the Police and Crime Commissioner for Warwickshire (OPCC) on behalf of Warwickshire Police is considering future options for the provision of its Vehicle Recovery Service. We would therefore like to invite suppliers to participate in the preliminary market engagement process. This exercise is purely for the purpose of information gathering in order to inform the procurement strategy going forward. It should be noted that any future purchase will be subject to a full competitive tendering procedure in accordance with the Procurement Act 2023. A full specification of technical, functional and non-functional requirements would be provided within the tender documentation. Warwickshire Police requires a vehicle recovery service to support operational policing activities across the county. The service is required to ensure that vehicles which are illegally, dangerously or obstructively parked, have broken down, are collision damaged, abandoned, or stolen, can be removed, recovered, stored and processed safely and efficiently. The service must also provide for the recovery, storage and processing of vehicles seized by the police under prescribed legislation including but not exhaustive to Section 59 of the Police Reform Act 2002, Section 165 of the Road Traffic Act 1988, and Section 152 of the Serious Organised Crime and Police Act 2005. All services must be delivered in accordance with relevant legislation, statutory requirements, national and local guidance, and Warwickshire Police policies and procedures. The current service arrangement is delivered through three locally based recovery providers, each responsible for a defined geographical area within the county. This model has enabled responsive service delivery using local expertise, reduced travel times, and comprehensive coverage across Warwickshire. The service is currently structured into the following lots based on geographical area: - Lot 1 North Warwickshire and North Warwickshire Rural - Lot 2 South Warwickshire - Lot 3 Rugby The current contracts for the Vehicle Recovery service are due to expire on 30 June 2027. The contract term is likely to be 3 years with additional extension periods taking the total term to a possible 5 years. We would therefore like to invite suppliers to provide a summary of their relevant experience in this field. We reserve the right to seek to invite suitably experienced and competitive potential providers to a meeting with key service stakeholders to further showcase their functionality and evidence implementation with current, relevant customers. We are particularly interested in potential providers who can demonstrate similar implementations of comparable scale and complexity, within other police forces or similar organisations within the Blue Light sector. The preliminary market engagement process consists of the following activity: - Questionnaire The purpose of the questionnaire is to gather market feedback on the proposed service model, identify risks and opportunities, and inform the refinement of requirements, lot structure, and commercial approach. The questionnaire can be found at Section 6 of the Preliminary Market Engagement document on our tendering portal. Please complete and return questionnaires via the In-tend portal by 12:00 midday on 7th October 2026. How to Register All expressions of interest must be made via the Warwickshire Police In-tend portal hosted on the In-tend Bluelight Hub: https://sell2.in-tend.co.uk/blpd/home Suppliers may view Request for Information details via the ‘Tenders’ section. Access to procurement documents requires supplier registration/login. New suppliers should register and then access the ‘Portals’ section and select connect with Warwickshire Police. Any questions relating to this procurement procedure must be made via the Correspondence function on the In-tend portal. Participation in the preliminary market engagement exercise does not replace the need to meet any mandatory requirements which may be set as part of any subsequent tender procedure, or to resubmit information requested as part of a subsequent procurement procedure. We reserve the right to withdraw this exercise at any time or to determine not to proceed with any project herein or any proposed action suggested in response to this exercise. A Note on Contract Values The contract values provided in this notice are estimated and for indicative purposes only, the force is unable to guarantee any future volumes or pricing. Estimated values provided cover the potential total term of the contract of 5 years based on 2025 figures as a baseline. Not all fees are VAT inclusive but where applicable VAT has been applied to the estimated value. Estimated values include all statutory fees, recovery fees paid by the force and a projected uplift that may apply following the outcome of the Home Office review of statutory charging structures.
