New Stavanger University Hospital - prior information notice for K3004 Energy wells in rock in connection with development of Building 11

Stavanger Hospital Trust c/o New SUS announced Contract K3003 Energy wells in rock on 15.12.2018. The contract concerns the establishment of energy wells in rock, pipe loops, manholes and pipe network to the technical central. Rototec AS won the contest and the contract was signed in June 2019. The financing for the expansion of Building E was approved by the Ministry of Health and Care Services in October 2020, and the buildings for the New Stavanger University Hospital were extended by 20,000 m2 from 105,000 m2 to 125,000 m2. Stavanger Hospital Trust now intends to extend the contract with Rototec AS for the necessary additional delivery, including the delivery of an extra well park. The financing for the expansion of Building E was approved by the Ministry of Health and Care Services in October 2020, and the buildings for the New Stavanger University Hospital were extended by 20,000 m2 from 105,000 m2 to 125,000 m2. Stavanger Hospital Trust now intends to extend the contract with Rototec AS for the necessary additional delivery, including the delivery of an extra well park. As a consequence of the expansion of the building, several energy wells must be drilled so that annual thermal energy balance is achieved for the well park and so that the anti-freeze temperatures stay within an acceptable range. Expansion of the well park will be necessary in order to maintain the function of the plant. New SUS therefore finds it necessary to expand the well park with 3 × 11 energy wells, for a total of 33 energy wells for the expanded building. This is a necessary additional delivery that was not included in the original contract. New SUS will then have 130 energy wells and the well park will achieve thermal energy balance. The additional delivery amounts to approximately a further NOK 4.4 million, which does not exceed 50% of the original contract value with a nominal value of approximately NOK 10.4 million. Furthermore, the contract expansion is a continuation of the contract services that were already agreed upon to be delivered by Rototec AS under K3004, and this will not result in any changes to the overall nature of the procurement. On the basis of the above, the additional delivery can legally be entered into pursuant to the Public Procurement Regulation § 28-1 (1) letter d. This voluntary ex-ante transparency notice is carried out in-line with the PPR § 21-5 c.f. § 28-1 (3). The contract will be signed at the earliest 10 days after this notice is published.
