Description

This preliminary market engagement process is being managed by Transport for London (TfL) on behalf of the Greater London Authority (GLA), the 'Contracting Authority'. Part 4 of the Domestic Abuse Act (2021) placed new statutory duties on tier one authorities to deliver Domestic Abuse Safe Accommodation (DASA) provision. The duty aims to ensure victims/survivors of domestic abuse, along with their children, can access a range of support within safe accommodation or to help them access safe accommodation. As a tier one authority with duties under the Act, the Greater London Authority (GLA), in partnership with the Mayor's Office for Policing and Crime (MOPAC), is preparing to recommission safe accommodation and support services for survivors of domestic abuse across London. Based on previous allocations from the Ministry of Housing, Communities and Local Government (MHCLG), we anticipate funding to be approximately £20 million per annum for up to six years. However, the final funding amount and duration will be confirmed by MHCLG in due course. The current commissioning arrangements, including the Domestic Abuse Safe Accommodation (DASA) Framework and continuation grants, are scheduled to conclude by March 2027 (subject to any extensions). Services commissioned through DASA are currently delivered by a mix of Voluntary and Community Sector (VCS) Violence Against Women and Girls (VAWG) providers, London Boroughs, housing and homelessness organisations, and wider VCS partners. All providers deliver services that meet the definitions of support outlined in MHCLG guidance, including refuge accommodation, dispersed housing, sanctuary schemes, second-stage accommodation, and other specialist provisions. This transition period offers a strategic opportunity to design a refreshed commercial model that reflects evolving needs, builds on existing strengths, and encourages innovation in service delivery while continuing to ensure domestic abuse support services are inclusive, trauma-informed, and responsive to the diverse needs of Londoners. Given the scale and complexity of the programme, the GLA and MOPAC are adopting a phased and strategic approach to recommissioning. This will ensure continuity of support for victims/survivors while enabling a safe and responsible transition to new arrangements. The future model will be shaped through a period of iterative engagement with the market and wider stakeholders, with a strong emphasis on co-design, collaboration, and transparency.
