Description

This Procurement exercise was conducted by both Cherwell District Council and South Northamptonshire Council. The service required was fully outlined in the Specification (Document 3). Briefly, the Authorities operate co-mingled kerbside dry recycling services sought bids for a contractor(s) to sort and recycle all of the dry recycling materials they collect. The bid is divided into 2 lots: Lot 1 includes the transport, sorting and recycling of the co-mingled materials; and Lot 2 (A and B) comprises the operation of at least 2 transfer stations including acceptance of the materials, bulking and loading onto vehicles provided by the bidder(s) of Lot 1. Lot 1 includes the transport from the local transfer stations to the materials recycling facility, the sorting and recycling of the dry recycling detailed above. The Contractors for Lot 1 will need to work with the Contractors of Lot 2 (operator of the transfer stations) to arrange the transport of the bulked materials in appropriate quantities and frequencies. CDC collects around 10 100 tonnes of dry recycling not including glass. Around 2 900 tonnes of glass is collected separately from bring banks. The Council is considering adding glass to the kerbside collections so the pricing structure for Lot 1 is structured for bidders to submit prices with and without glass included. The Council is aware that collecting glass kerbside will increase the capture rate as it is easier for people to recycle kerbside instead of using bring banks. SNC collects around 10 000 tonnes of dry recycling. There are no planned changes to the collection service provided. The amount collected and composition of the recycling is subject to change and no minimum tonnage is guaranteed. However, the amount collected will grow in the future as more houses are built in both council districts. A full description of this lot can be found in the tender documentation. The Values in this OJEU notice are an upper estimated value based on the assumption that all Authorities named in this Notice were to join. The Authorities reserve the right to require the service provider to provide all or any part of these services to the local authority sector partners below which wish to receive services under the contract, at a later date: — Aylesbury Vale District Council, — East Northamptonshire District Council, — Kettering Borough District Council. No business is guaranteed from these local authorities. However, each Council drawing down upon the services let under this tender will enter into a separate contract with the successful Contractor on the same terms provided with the Invitation to Tender. The Authorities intend to enter into a contract for a period of 2 years from 27.2.2018 with the option, purely at the discretion of the Authorities to extend the contract by up to 2 years + a further 2 years after this. The Authorities reserve the right to allow the successful Contractor under Lot 1 to provide / procure the Lot 2 services at a later date if required. Lot 2A comprises the operation of a transfer station in a suitable location in South Northamptonshire, including acceptance of dry recycling materials from the councils, bulking the materials and loading onto vehicles provided by the bidder of Lot 1 for onward transport to the materials recycling facility. Lot 2B comprises the operation of a transfer station in a suitable location in Cherwell, including acceptance of dry recycling materials from the councils, bulking the materials and loading onto vehicles provided by the contractor(s) of Lot 1 for onward transport to the materials recycling facility. Loads of dry recycling materials will be delivered daily to the transfer stations in standard collection vehicles. Deliveries are mostly done Tuesday — Friday, accept for holiday periods when this is subject to change. Notice will be provided of any change to regular collection patterns for example at Christmas and New Year. The location of the transfer stations is critical to the successful running of the recycling service for both Councils. The service required is fully outlined in the Specification (Document 3).
