Córas Iompair Éireann (CIÉ), is a statutory corporation of Ireland, answerable to the Irish Government and responsible for most public transport within the republic and jointly with its Northern Ireland counterpart, the Northern Ireland Transport Holding Company for the railway service between the Republic of Ireland and Northern Ireland. CIÉ's services are provided through three operating companies: Dublin Bus Bus Éireann Iarnród Éireann/Irish Rail This market consultation is focused on Iarnród Éireann, but please note that the Group Function and the Bus Companies may also require the same engagement/advise following the initial IÉ engagement. Lot 1: CIÉ's services are provided through three operating companies: Dublin Bus, which provides bus services in the Greater Dublin area, including most bus services within Dublin city and the former County Dublin; Bus Éireann, which provides intercity and regional bus services outside Dublin city and county and from Dublin to the rest of the country, as well as operating the city buses in Cork, Limerick, Waterford, and Galway and a number of other small urban bus systems; Iarnród Éireann/Irish Rail, (IÉ), which operates InterCity, Commuter and DART trains, and – together with NI Railways – the Dublin–Belfast Enterprise train service. Iarnród Éireann also operates Rosslare Europort. Intercity services mainly operate from Dublin and link the main cities of Ireland including Cork, Limerick, Tralee, Waterford, Galway, Westport, Sligo, Belfast and Rosslare Europort. An extensive Commuter service operates within the Dublin region and surrounding counties, while Cork and Limerick also have commuter services on a smaller scale. In all, 147 stations nationally are served. Iarnród Éireann is also responsible for the maintenance and development of the rail infrastructure including the track, overhead lines, stations and the rail fleet required to operate the service. IÉ also operates Port services at Rosslare Europort. IÉ, the subject of this consultation (although the scope as previously mentioned may be extended to other CIÉ companies), employs c. 4,000 RoI staff, who are broadly grouped into the following classifications: ● Operators (e.g., rail operations, port operations, civil, electrical and mechanical engineering). ● Clerical (e.g., HR, Finance, Commercial and Marketing). ● Executive staff. CIÉ is seeking to procure a new Finance and EAM system/s capable of fulfilling the financial planning and reporting requirements across their five reporting base entities and top-level consolidated entity. CIÉ has identified a number of strategic benefits specific to the delivery of this project. These are: 1. Increased efficiency through standardisation and automation. 2. Enhancement of the organisations people management capabilities. 3. Deliver enhanced strategic workforce planning capabilities. 4. Creation of additional capacity within Finance and EAM to allow for greater focus on strategic/transformational activities. 5. Increased analytical capabilities for Line Managers to improve businesses efficiencies and cost management 6. Develop an overarching organisational capability through the development of a solution to enable greater access to data that underpin our organisational goals and stand the test of time. 7. Improved Asset Management capability which in turn, should see a decrease in operational risk and an increase in performance, due to a longer mean time between failures. Whilst Iarnród Éireann are spearheading this process, the scope may be expanded at a later date to cover Dublin Bus, Bus Éireann and the Group Function.
