Green Action Trust seek to engage a consultant to support with the development of a Community co-designed Engagement Plan for the River Parks project. The Community Engagement Plan will build on the large amount of engagement work through the Leven Connectivity project to date, capitalise on existing partner activities in the area, and add value by the co-production of a plan that includes community wealth building and behaviour change actions for the delivery phase and beyond. It is intended that the local community will be instrumental in leading the delivery of this plan, supported by project staff and an engagement budget. The Community Engagement Plan will be delivered during the River Parks Delivery Phase 2023-2027 and is a key document to be submitted as part of a National Lottery Heritage Fund Stage 2 application in October 2023. Community engagement and empowerment is a central theme within the Leven Programme, and the River Parks project aims to be an exemplar of this. A part of a National Lottery Heritage Fund Development Phase, we are seeking to engage a consultant to support the River Parks project team and partners in the creation of a community engagement plan for the Delivery Phase. Our ambition is that this plan is co-produced with the already highly engaged local community and builds on the extensive consultation and engagement work done to date via the development of the River Parks Masterplan and the Leven Connectivity Project. We would like the consultant to be creative in their submissions, but anticipate that the main content of the plan will be: 1.Goals for community engagement of the River Parks and Leven Connectivity projects 2.A summary of the River Parks target audiences 3. Analysis of existing engagement activities planned or underway, including information on delivery organisations, purpose and timescales. 4. Identification of community and partner priorities for engagement 5. A set of costed methods/tools/activities for engagement, along with timelines, audiences and links to other projects. This should be within the programme’s budget limits, and be accessible and creative to maximise engagement opportunities 6. Identification of audiences, community groups, individuals and organisations who need additional or specialist engagement activities, and what those should be 7. Recommendations on the ways in which a community grant scheme, participatory budget scheme, or other community-led funding could be distributed 8. An action plan / activity plan for the Delivery Phase of the River Parks project. The Community Engagement Plan should: 1. Be genuinely co-produced with the community and partners 2. Be a working document that is capable of adaptation and change over time as projects are delivered as new knowledge and stories emerge. 3. Take into account relevant local (and national) strategies and outcomes, including community empowerment and wealth building 4. Incorporate recommendations for training and capacity building needs or opportunities for the local community. 5. Be deliverable by a suite of partners, including the Community Steering Group, and other community or heritage groups in the area. 6. Set out the most cost-effective way to allocate the River Parks Delivery Phase community engagement budget to achieve our goals. 7. Take into consideration the linked projects and their proposed activities.
