This notice serves to announce that a contract was not awarded following the conclusion of this tender exercise. It does not seek any expressions of interest for a new opportunity. NHS England's Yorkshire and the Humber (Y&tH) Area Team in conjunction with NHS Rotherham Clinical Commissioning Group sought to commission an Alternative Provider of Medical Services (APMS) in respect of Chantry Bridge Medical Practice (Rotherham, South Yorkshire). The aim of the services was to deliver essential, additional and enhanced services to registered patients, and the anticipated service commencement date was 1st November 2015. Following conclusion of the tender exercise and the evaluation of all tenders received, no provider was appointed to deliver the service due to the tenders failing to meet the requisite quality thresholds. North of England Commissioning Support (NECS) is managing this process for and on behalf of NHS England Y&tH Area Team, and an electronic tendering portal (In-Tend) was utilised to manage this process and to communicate with potential providers. Accordingly, no hard copy documents were issued to potential providers. Please note: the basic principles of the open procurement route were and are being followed for this tender exercise to test the capacity, capability, and technical competence of Tenderers in accordance with The Public Contracts Regulations 2006 (as amended). Regulation 120 of the Public Contracts Regulations 2015 provides for a temporary exemption and saving for certain NHS procurements. Regulation 120 provides that nothing in the Public Contracts Regulations 2015 affects any contract award procedure that relates to the procurement of health care services for the purposes of the NHS Regulations 2013(b) that is commenced before 18th April 2016 and any subsequent contract awarded as a result of such a procedure. The current Part B regime of the Public Contracts Regulations 2006(as amended) and NHS (Procurement, Patient Choice and Competition) (No 2) Regulations 2013(b) continue to apply to the commissioning of this service.
