This Notice is for informational purposes only and is not a formal invitation to tender. Its aim is to enhance transparency and competition for the upcoming tender notice. The issue of this notice in no way commits the Authority to commence a procurement process. The primary aim of the procurement is to establish a flexible framework which allows the Council to commission a range of supported housing and floating support services (including homeless street outreach) over a period of eight years. Services will seek to achieve outcomes that will be codesigned with residents, but will broadly relate to tenancy sustainment, reducing homelessness, improving health and wellbeing, and achieving greater independence. Services will be procured under the flexible framework based on presenting demand, available funding, and availability of suitable buildings. This services framework is being divided into lots. • Lot 1 – Complex long-term supported living • Lot 2 – High support transitional supported accommodation • Lot 3 – Medium to low support transitional supported accommodation Lot 4 – Floating support services (includes Homeless Street Outreach) The flexible framework will create the potential to procure different or additional services in the future, recognising the borough’s changing demand for these service types. When the framework is initially opened, there will be no minimum or maximum number of providers appointed to the framework. The council reserves the right to award contracts via the framework with or without competition during the lifetime of the framework. Further details will be set out in the tender documentation. Call-off contracts may extend beyond the end date of the framework agreement. Call-off contracts from the framework agreement shall follow the terms of the framework agreement including how a call-off contract is concluded.
