The contracting authority wants to award a building and construction work concession/service concession to a contractor who must undertake the total liability for engineering design, construction, ownership and operation of a high-speed broadband network in Nord-Gudbrandsdalen The development shall be financed through financial support from the municipalities, the County and NKOM (the Norwegian Communications Authority), as well as contributions from other market participants the contractor wants to co-operate with and the contractor's own investments and connection fees/subscriptions. The development must be technology neutral.
