Transport Scotland has identified a need to establish a Framework Agreement to deliver the design and construction of the following five sections of the A9 Dualling Programme between Perth and Inverness. - Pass of Birnam to Tay Crossing (8.4km) - Lot 1 - Killiecrankie to Glen Garry (22km) - Lot 2 - Glen Garry to Crubenmore (20.5km) - Lot 1 - Crubenmore to Kincraig (16.5km) - Lot 1, and - Dalraddy to Slochd (25km) - Lot 2 The procurement comprises the establishment of a multi-supplier Framework Agreement with a number of suitable contractors to deliver the design and construction of the contracts noted above. The Scope for each contract under the framework will vary however the work for each contract generally involves upgrading of the relevant section of carriageway to Dual 2 lane All-purpose roads Sub-category c (D2APc) standard, in accordance with ‘CD 109 Highway Link Design’ within the UK Design Manual for Roads and Bridges and constructing relevant bridges, junctions, culverts and other road assets. The Framework Agreement is divided into 2 Lots, by estimated value of the individual call off contracts. Further information on the contracts can be found in the Supplementary Information Document (published with the PIN). Economic Operators may tender for one or both lots. There is no limitation on the number of lots that may be awarded to any one tenderer. An SPD and associated Supplementary Information Document for those wishing to tender to be on one or both Lots of the Framework is published with this Contract Notice Lot 1: A9 Dualling: Delivery Framework Agreement: Lot 1 works less than 400,000,000 GBP Transport Scotland is an agency of the Scottish Government and contracts in the name of and on behalf of the Scottish Ministers. Transport Scotland has identified the requirement to appoint suitably experienced Framework Contractors to carry out the design & construction of sections of the A9 Dualling Programme to achieve the 2026 Delivery Plan. The Framework Contractors will be procured through a Restricted procedure, in accordance with the Public Contracts (Scotland) Regulations 2015. Transport Scotland will manage the proposed procurement process for the A9 Dualling Delivery Framework Agreement on behalf of the Scottish Ministers. In the event of a Framework Agreement being concluded, the Framework Agreement will be entered into between the Scottish Ministers and the successful tenderers. This is a two stage procedure, comprising a prequalification stage and a tender stage. Detailed information regarding the award process and award criteria for the tender phase will be supplied to Economic Operators who are invited to tender. The intended Conditions of Contract will be the NEC4 Framework Contract, with the call off contracts using either the NEC4 Option A or NEC4 Option C contracts with Early Contractor Involvement, both with amendments which will be confirmed to Framework Contractors during the call for competition under the Framework Agreement. To be considered for the prequalification stage, Economic Operators are required to complete and submit a Single Procurement Document (SPD) in accordance with this Contract Notice and the Supplementary Information Document which can be accessed via the Additional Documents located within the Additional Notice Options, this can be downloaded via the Public Contracts Scotland portal (www.publiccontractsscotland.gov.uk). Economic Operators shall be evaluated in accordance with the Public Contracts (Scotland) Regulations 2015, on the basis of the information they have provided within the SPD. Economic operators who initially meet but then subsequently fails to meet the objective criteria, prior to contract award, shall be excluded. Economic operators may be excluded from this competition if they are in any of the situations referred to in regulation 58 of the Public Contracts (Scotland) Regulations 2015.
