Summary of the work Continued development of a Public facing website, Case Management and Customer Relation Management systems using Appian, Umbraco and other systems. Expected Contract Length Contract to 31st Dec 2020 Latest start date Monday 2 September 2019 Budget Range Budget up to £3.1m: - no more than £1.1m to end of public beta (March 2020) - no more than £2.0m during live Why the Work is Being Done Social Work England will become the new regulator for Social Workers in England in Dec 2019. This work will continue to develop Social Work England's Case Management system and public facing website through Private-beta to Public-beta. This work will provide a fully functional registration and case management system . Social Work England require a fully implemented system to go live on 2 December 2019. Problem to Be Solved In order for Social Workers to join and remain on the register and Social Work England to adhere to our rules & regulations, delivered functionality must allow for: - Social workers to register - Social workers to manage their registration - Ability to raise a concern about the fitness to practice of a registered social worker - People to find information about a registered social worker - Social Work England staff to manage cases regarding registration and fitness to practise - People to find information about qualifying Social Work courses - WCAG 2.1 & GDPR compliance Who Are the Users As a Social Worker I need to manage and complete my registration online so that I am able to practise. As a service user, member of the public or organisation I can: - raise a concern about a social worker's fitness to practise to prompt investigation - view which Social Work courses meet the quality standards. As an employee I need to: -manage different types of cases (e.g. fitness to practise, registration application, general enquiries etc) to adhere to our rules and regulations. - securely communicate and share documentation with key stakeholders through the system, to better manage relationships. Early Market Engagement Not Applicable Work Already Done Discovery and Alpha have been completed and signed off through the GDS assessment process. We are currently part way through private-beta and have a backlog of must-have user stories to be delivered in time for code freeze in Oct and to support a go-live of 2nd Dec 2019 Existing Team Social Work England staff are currently delivering in conjunction with a contracted supplier. A handover will be required with the current supplier to review against delivery sprints and take forward through to delivery and beyond. This opportunity is to continue delivering Private-beta and into Public-beta along with Social Work England staff. Second and third line support is required following progression to Public Beta Current Phase Beta Skills & Experience • Proven experience in developing solution using Appian • Proven experience of delivering web content via Umbraco • Proven experience of Azure cloud based technologies • Proven experience of delivering projects that have been assessed via the GDS digital delivery standards • Proven experience in Agile delivery methodology • Proven experience of integrating with exisiting Gov.UK services such as Gov.UK Pay, Gov.UK notify, Gov.UK verify Nice to Haves • Experience of working as an inter-organisational team with commissioning organisation • Demonstrable experience of rapid and iterative user research and user experience activities including for users with accessibility and assisted digital needs • Demonstrable experience of producing engaging content that meets user needs Work Location 1 North Bank Blonk Street Sheffield S3 8JY Working Arrangments Development to be undertaken using agile delivery methods. This includes at least two days a week on site in Sheffield to ensure users stories are created with sufficent detail to allow the development to deliver the required functionality. Security Clearance No specific security clearance required Additional T&Cs Standard Contract terms and conditions - No. of Suppliers to Evaluate 3 Proposal Criteria • Evidence of delivering value for money ( Most economically advantageous tender (MEAT)) will be used in the evaluation. • Evidence of delivering GDS compliant user research, user experience and service design capability /activity for a digital service through an agile project methodology • Evidence of delivering sustainable technology choices for an end-to-end digital service • Evidence of setting up and configuring a CRM or case management system to deliver the end to end services for an organisation • Evidence of iterative web development and delivery connected to back-end CRM, case management services and an organisation’s customer service offer. • Evidence of meeting accessibility needs • Evidence of producing content that meets user needs • Evidence and identification of risks and dependencies and approahces in managing them Cultural Fit Criteria • Supports difficult conversations on delivering to performance objectives • Works in a open, no blame culture that encourages people to learn from mistakes • Provides constructive challenge for design decisions to ensurethe best outcomes for delivery • Works collaboratively with Social Work England assuming a shared responsibility to deliver a best in class service.
