Description

Birmingham City Council (the Council) is seeking to commission a specialist behavioural science consultancy to design and deliver a comprehensive behavioural systems model to understand the drivers of car and vehicle dependency across Birmingham and determine targets for behavioural interventions. This work will directly support the development and implementation of the city’s Healthy Streets programme, which aims to shape neighbourhoods that are safer, easier to navigate, and more pleasant to live in by supporting greater use of walking, cycling and public transport, and decreasing dependence on private vehicles. Vehicle dependency is a multifaceted behavioural challenge influenced by numerous interacting factors, such as habits, feelings of safety and ease, access to transport options, and broader environmental and societal influences. To address this complexity, BCC requires a robust, evidence‑informed modelling approach capable of identifying the most influential behavioural drivers and the highest‑impact opportunities for change. The Council will be using its free to use e-tendering system (in-tend) for the administration of this procurement process and potential suppliers must register with the system to be able to express an interest.
