Summary of the work Application development, continuous improvement, maintenance and support of the Model Hospital digital service for NHS Improvement over a period of 2 years. The specialist digital product-development resource required will work in blended teams with NHS Improvement product and technology teams to deliver on Lord Carter's produtivity recommendations for the NHS. Expected Contract Length Two years. Latest start date Monday 2 October 2017 Budget Range The procurement envelope is for up to £2m (£1m per annum). Approved budged for the project is currently at £1.2m for the term (£600k per FY) and any increase to this would be subject to additional business case approvals not yet sought. The supplier's proposed solution should be based on the initial approved budget total of £1.2m. Why the Work is Being Done The delivery of the Model Hospital is a key recommendation from Lord Carter's review and a prerequisite to enable NHS Improvement and provider trusts to identify and realise productivity opportunities of nearly £3bn over the next two years (£6bn in total by end FY2020-21). This work is to provide the software development team to develop, maintain and improve the Model Hospital over the next two years. The Model Hospital is currently in operational prototype, being used by all 136 non-specialist acute trusts and a range of providers from other sectors. Over 2,000 users (NHS provider staff) are accessing the tool. Problem to Be Solved NHS staff within provider organisations require relevant, timely, robust and accessible insight regarding productivity opportunities customised to their organisation. The analytical insights must be data-driven and locally actionable, with best practice and support to assist end-users. NHS Improvement requires specialist expertise in technical product development, familiar in delivering digital product in an agile enviroment, to support the substantive team recruited in to lead the intellectual development, direction, and product ownership of this new digital service. NHS Improvement requires the technical software development resource to develop, continuously improve and support the ongoing maintenance of the Model Hospital. Who Are the Users As Director of Model Hospital, I need an expert, flexible and scalable software development team to take the existing prototype to a Live service over the 2-year term, so that the NHS can realise the productivity opportunities outlined by Lord Carter. As a user of the Model Hospital I require a tailored, accessible, robust, intuitive and well-designed digital product to support my trust in identifying, realising and monitoring opportunities for productivity gains. As a member of the Operational Productivity Directorate, I need flexible delivery resource that can scale to support satellite programmes (e.g. GIRFT and other benchmarking projects), if requested. Early Market Engagement A Suppliers' Discovery Day was held with circa 60 suppliers in attendance in late July 2017. The presentation pack from the Discovery Day is available on request (to Suppliers under Lot 1 of the DOS 2 framework) by e-mailing NHSI.procurement@nhs.net Work Already Done An operational prototype solution was developed and tested with NHS users in late 2016 and early 2017. This was originally developed whilst the programme was hosted within Department of Health and has since migrated into the NHS Improvement corporate technical infrastructure. The prototype currently has 42 compartments in Alpha or Beta development and the product is accessed by over 3,000 NHS staff. Detailed Discovery work was conducted for Carter's original report and has continued with deep engagement with NHS trusts across England. Single-sign-on integration (Okta) is complete and the prototype is at the vanguard of NHS Improvement's digital development strategy. Existing Team The current Model Hospital and Analytics Directorate has a budgeted headcount of 45, currently operating at 65%. The majority of this team are Analytical staff creating analytical content to be delivered in the Model Hospital. The Product team with which the Supplier will work on a day-to-day basis in Sprints will include: Product Lead, Product Manager, Business Analyst, Principal Content Designer, Test Analyst, Release Manager, BI developer(s) and analysts. We currently work with an existing Supplier who provides approx. 1 FTE development resource. Current Phase Alpha Skills & Experience • At least two years Agile product development of online data/information tools for both analysts and managers. (20 points) • At least two years development, performance management and troubleshooting experience using Microsoft .NET. (20 Points) • Prior success in delivering analytical digital products to GDS and accessibility standards. (10 points) • Use of source control and Agile Product Backlog planning, ideally using TFS. (10 points) • Experience delivering maintenace/support workstreams for live digital products in public sector. (10 points) • Experience implementing DevOps within a blended team. (5 points) • At least two years in software development with NHS datasets and/or similar public sector datasets. (5 Points) • Experience with BI visualization tools, preferably Tableau. (10 points) • At least two years of experience of Microsoft SQL Server development (ideally with APS platform). (10 Points) Nice to Haves • Providing a digital service to NHS board members. • Experience transitioning web-based solutions to mobile application versions. • Expert data visualisations including statistical process control (SPC) . • Experience using Alteryx or similar tools for data blending. • Experience/knowledge using Wagtail CMS. • Familiarity with 'UserVoice'. • Familiartiy with product roadmapping software such as 'Aha!'. Working Arrangments The development team will host daily four agile ceremonies (daily stand-ups, Show-&-Tell review, Retrospective and Sprint planning) which will be mandatory for the Supplier staff/team. Members of the Supplier team should be on-site as required and agreed with the Product Lead, expected to be at least 50% and flexible. Remote working is encouraged and access to NHS Improvement IT/servers will be provided. Travel expenses will not be reimbursed - these and all other costs should be accounted for in day rates. Security Clearance The supplier should have a satisfactory clearance (Level 2 or above) for the NHS IG Toolkit and confirmation that they are ICO registered. The supplier's team will be expected to complete NHS Improvement IG training. IS027001 desirable. Developers may be required to sign specific NHS Improvement data sharing agreements. Additional T&Cs All IPR vested within the Model Hospital (both background and foreground) will be retained by NHS Improvement.
