Wexford County Council (WCC) operates 4 Civic Amenity facilities at the following locations: Holmestown, New Ross, Enniscorthy, Gorey. The Holmestown site offers to members of the public a facility where domestic waste and recyclable materials can be deposited. While the other three Civic Amenity Sites offer a service to members of the public to recycle all of their domestic recycling materials. Including Cardboard, Plastics, Magazines, Newspapers, Glass, scrap metal, lead acid batteries, household batteries, electric fence batteries and accumulators of all shapes and sizes, waste oils, Cooking oil, Textiles, Food Waste, Electrical products including white goods. The scope of this contract will require the successful service provider to cater for all waste and recycling streams at these sites except the following: • Glass and Aluminum cans, • All electrical goods, household batteries, electric fence batteries and accumulators which are catered for under the WEEE recycling scheme • Textiles and Newspapers • Green Waste. The purpose of this Tender Documents is to procure a Service provider to undertake the following service; • The collection of specified recyclable and waste streams from 4 Civic Amenity sites in Co. Wexford. • The bulking of collected recyclable materials at an appropriate facility (waste licensed or waste permitted). • The marketing and sale of the recyclable materials. • The haulage of residual municipal solid and bulky waste from the Civic Amenity sites to service provider specified waste and recycling facilities. • The haulage of mixed dry recyclables from the 4 Civic amenity sites to Materials Recovery Facility as nominated by the successful tenderer. • The disposal of any contaminated materials collected in the recyclable streams. • The submission of electronic monthly reports for each of the 4 civic amenity sites (as per an agreed specific template) detailing the tonnages of each separate material collected from each site. • The type, size and ownership of receptacles in place at each location are shown Appendix 1. WCC owns a number of receptacles at each location. The Service provider shall be permitted to use these receptacles should they choose to do so. The Service provider’s proposal to use alternative receptacles for the collection of each waste type will be considered by WCC should the service provider determine that there is more suitable receptacles to those provided by WCC. At locations where the receptacles are not owned by the WCC the Service provider shall be required to provide receptacles for the acceptance of materials. • The service provider will be responsible for the supply of fit for purpose receptacles for the collection of recyclable materials at the Civic Amenity sites. In the case of materials classified under ADR regulations as hazardous the receptacles shall be fit for purpose and be duly marked with the appropriate UN indelible markings. The service provider shall also be responsible for the repair of existing receptacles, removal of receptacles or provision of new receptacles as required from time to time.
