Description
The contest is for a framework agreement for checking for leaks and pipe inspections. The work is split into the following groups: 1. Checking for leaks with zone searches, correlation, and ground listening on the water pipeline network in order to map leaks. 2. Pipe inspections and flushing the sewage network (sewage water, surface water, and joint network), as well as assessing the condition of manholes. The procurement is estimated to be over the EEA threshold value. The estimate is not binding for the contracting authority. The contracting authority estimates that the volume for group 1 will be between NOK 500,000 and NOK 1 million excluding VAT a year, to a maximum of NOK 4 million excluding VAT for the entire contract period. The contracting authority estimates that the volume for group 2 will be between NOK 1 million and NOK 2 million excluding VAT a year, to a maximum of NOK 8 million excluding VAT for the entire contract period. The volume can be both higher and lower, and will depend on, amongst other things, the contracting authority's needs, activities, budgetary situation and other framework factors in the contract period. See the procurement documents for further information. Lot 1: Lots/groups Tenders can be submitted for one or several groups. Sub-tenders and alternative tenders cannot be submitted for individual groups, nor alternative tenders. Tenderers are invited to submit tenders for the following groups: 1. Searching for leaks with zone searches, correlation, and ground listening on the water pipeline network in order to map leaks. 2. Pipe inspections and flushing the sewage network, as well as assessing the condition of manholes. The contracting authority retains the right to divide the contract between multiple tenderers and to assume all or parts of a tender. Framework agreement The procurement will be regulated by the attached framework agreement, with the accompanying provisions for Tinn Municipality. The framework agreement will be valid from and including 2021-09-10 until and including 2023-09-09, with an option for the contracting authority for a further extension for up to 2 years, 12 months at a time. The contracting authority will sign a contract with 1 tenderer in each group, provided that a sufficient number of qualified tenderers submit tenders in the contest. The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
