Summary of the work We require an experienced project manager with track record of working on client side as the intelligent customer, overseeing delivery of NHSI's commitments to the programme and having oversight of the delivery partner's performance. This business change programme provides solutions enabled by CRM, Document Management, Records and Resource Management. Specialist role Programme manager Expected Contract Length 6 months initially with the option to extend up to a maximum of 18 months. Latest start date Monday 23 October 2017 Maximum Day Rate Up to £700 inclusive of expenses, any agency fees & inclusive of VAT. Who Speclialist Work With They will: - Work in partnership with the preferred supplier's project manager - Engage with key Technology and Data Department senior managers, ensuring their involvement in key decisions and activities that impact their areas of respponsibility (e.g. Information Governance, IT Operations and Support, Enterprise Architect etc.) - Support and influence NHSI stakeholders, such as SRO, Programme Board, senior stakeholder group, wider change network etc. - Workstream leads within the delivery team - Work with the departments PMO to support the Technology Portfolio governance processes - Work with the department's finance business partner to facilitate the financial management of the programme What Specialists Work On As Project Manager, you will be responsible for: - Working with the delivery partner's project manager to ensure all parties work together effectively - Co-ordinating the work to deliver NHSI's contribution to the programme - Ensure plans are maintained across the entire programme - Maintaining the project plans and RAID logs - Facilitating the definition and delivery of mitigation plans - Facilitate the development and implementation of the project's governance processes - Supporting the Programme Manager in the management of stakeholders - Working with finance to track programme spend - Project conflict resolution Skills & Experience • have 5 years’ delivery experience of complex technology driven programmes, incorporating organisation wide inputs and various stakeholders (all levels), management of fluctuating workflow and associated resource management (15 Points) • have 5 years of leading and managing small to medium sized (up to 10 people) teams to be successful and motivated (15 Points) • have in depth knowledge of techniques for planning, monitoring and controlling programmes (RAID, GANTT etc.) (10 Points) • have significant experience of working and completing multiple projects with both Agile and traditional project management methodologies (15 Points) • have demonstrable experience of delivering more than 3 projects to agreed times, budget, and quality (10 Points) • have the ability to receive and present complex analysis, information, risks issues and reporting in a clear and logical way (15 Points) • have experience of preparing and evaluating multiple and related Statements of Work (15 Points) • have successfully developed more than 5 business cases, using recognised models (10 Points) • have an ability to develop programme plans, integrating multiple, complex technical projects that impact multiple directorates and teams. (15 Points) • have experience of working with multiple stakeholders with sometimes opposing objectives to gain consensus (10 Points) • have experience in delivering projects relating to Microsoft application platforms (SharePoint, SQL Server, Dynamics CRM) (15 Points) • be an excellent communicator, both in person and in writing, with the ability to effectively deliver advice and information (10 Points) • have significant experience at senior level stakeholder management (15 Points) • have an understanding of public sector procurement frameworks (5 Points) • have effective problem solving skills, including early indentification of potential problems (5 Points) Nice to Haves • demonstrate they have MSP -Managing Successful Programmes • demonstrate they have Programme Management Professional or equivalent • demonstrate they have acquired Agile i.e. Scrum & Kanban • demonstrate 3 or more years experience in the public health care sector • demonstrate understanding of broader policy and regulatory issues affecting the health care sector in England • demonstrate experience in a DevOps environment Work Location NHS Improvement, 133-135 Waterloo Road, London, SE1 8UG Working Arrangments The Project Manager will work to the direction of the Product Manager (Business Systesm & Services). We expect you to be present in the office, as face-to-face engagement is considered to be most effective. This role may involve travel to one or more regional offices including but not limited to; Taunton, Leeds, Manchester, Derby and Birmingham. NHS Improvement anticipates that this role will be inside IR35 2. Can you please detail the nature of the business change programme driving this project? Helpfully this will indicate the business drivers, the benefits to be expected, known stakeholders and timescale? An objective of the work is to explore options for a variety of CRM, Document Management, Records and Resource Management solutions. Anticipated Programme benefits will be discussed at a later stage. Stakeholders are:NHS Improvement Technology and Data Department senior managers responsible for (but not necessarily limited to) the areas of; Information Governance, IT Operations & Support and Enterprise Architecture; External delivery partner representatives and; NHS Improvement's wider change network. 3. You have this role titled Project Manager but in the main text it says Programme Manager, which one is it? This role is for a project manager to work across several project work streams, within a business change programme. 4. Which CRM is the organisation using? Is the version of Dynamics CRM - Dynamics 365 online? If not, what version? Also Is it Greenfield? Or has there been a previous CRM in there? If so, what? Currently we are using two legacy instances of Dynamics CRM on-premise (version 2011). These are approximately five years old. These are the only instances of CRM that have been deployed. 5. Please advise what level of clearance is required for this role? We will verify the successful suppliers identity, their right to work in the UK and any qualifications essential to delivery of the requirement. 6. Demonstrate they have MSP -Managing Successful Programmes - are you looking for a MSP certified candidates - please specify Either MSP practitioner certified or Program Management Professional (PgMP) certified is acceptable to satisfy the first two bullets of the aspects of the "nice-to-have skills and experience". 7. Demonstrate they have Programme Management Professional or equivalent - are you looking for a Program Management Professional (PgMP) certified candidate - please specify Either MSP practitioner certified or Program Management Professional (PgMP) certified is acceptable to satisfy the top two aspects of the "nice-to-have skills and experience". 8. Demonstrate they have acquired Agile i.e. Scrum & Kanban - are you looking for a candidate who has Agile experience or Agile certified candidate - please specify In terms of "essential skills and experience", bidders must:have significant experience of working and completing multiple projects with both Agile and traditional project management methodologies (15 Points)For further clarity, we are seeking significant experience of agile delivery, on projects with a value exceeding £1m.In terms of "nice-to-have skills and experience", agile certified candidates will satisfy this aspect, but it is not essential to the role. 9. When are supplier interviews scheduled for? Supplier interviews are scheduled for 17 & 18 October. Timings to be confirmed.
