Voluntary ex-ante transparency notice - updated agreement on a travel planning system

Troms and Finnmark County, Public Transport Finnmark, wants to upgrade the software in the current agreement with Datagrafikk AS, in order to get a more modern and up-to-date route planning tool. Lot 1: Lot for investment in upgraded software In 2011, Finnmark County procured a software-based route planning tool (DGBuss/dGIS) for public transport planning from Datagrafikk AS. The route planning tool has since been integrated with other various internal and external systems. This, among others, is as follows: - travel search on the web on owned and external systems - travel search on mobile applications (Norwegian and Sami) - deviation system for customer information, which includes push notifications and on-screen info, apps and web - price engine for travel search - push notifications of deviations and messages to the public - real-time solutions for maritime and land-based transport - customer centre solution - PAT monitor system for public information at major bus stops and hubs The county's version of the DGBuss/dGIS route planning tool is older/outdated and needs to be upgraded from a database solution based on shared files to a more modern solution based on Microsoft SQL. The procurement is limited to this upgrade of the DGBuss/dGIS platform in order to get a more up-to-date version, while not losing the interaction with other associated systems and tools. The complexity of the procurement with integration and interaction with the specified systems means that it has been decided to opt for an upgrade via voluntary ex-ante transparency notice, as a regular tender contest would have involved all of the other described systems, and would have had a financial framework far beyond what the county is able to justify.
